Position Overview Provides the knowledge and expertise in a specific subject, business area, or technical area for a project or program. Defines procedures or standards, using the knowledge of what the right or best way to execute a task would be; and recommends procedural improvements. Develops performance objectives and determines acceptable performance levels. Comprehends the language, terms, and jargon in area of expertise; and understands required knowledge needed to determine effective decision-making being able to describe where inconsistencies, irregularities, or flaws may occur. Position Overview The Strategic Planner will provide institutional analytical support services support to the Army National Guard Headquarters, located in Arlington, VA, to support the ARNG-G5 Directorate with staff analysis, research, and strategic documentation. Along with implementing the Director Army National Guard (DARNG) initiatives, the Strategic Planning Analyst will engage with key stakeholders, including the Department of Army (DA); National Guard Bureau (NGB); and Department of Defense (DoD), to implement strategic policies, plans, and processes. Essential Job Functions Assess the National Defense Authorization Act, including NDAA's impact on the ARNG's strength, programs, and policies Review and provide improvement recommendations to Army Component Operations Plans (OPLANs), Contingency Plans (CONPLANs), manpower concept plans, and similar documents for consistency with, and incorporation of, ARNG strategic plan and objectives Support the ARNG G5 in understanding the reserve component mobilization authorities. This shall include the impact of natural disasters, domestic emergencies, and worldwide operations on the activation and mobilization of the Army National Guard. Analyze Defense, NGB, and Army strategic plans and policies and provide improvement recommendations; this includes assessing policy changes and providing recommendations Survey strategic planning documents, evaluate existing policies, information papers, executive summaries, and briefings in support of strategic planning. Develop takeaway materials and facilitate professional development presentations for the ARNG G5 leadership and staff Collaborate with the ARNG-SPI Division Web Content Manager to display all process map documents on the ARNG G5 share point site Provide HQDA PPBE professional development training to G5 personnel monthly. This requires the facilitation of working groups (WG) once or twice per week at the Pentagon. Lead all required weekly meetings, working groups, and decision board meetings Perform Quality Assurance (QA) checks on all deliverables to make certain documents are free of errors Conduct General officer level presentation regularly Draft several 1-to-2-page Information papers Minimum Qualifications Active Secret Security Clearance required. At least 2 years' experience on either: HQs DA Staff; Army Secretariat staff; or OSD; or NGB-ARNG Staff. Experience with DOD's Planning, Programming, Budgeting and Execution System (PPBES). Work on Army PPBES is preferred, but work on a sister Service PPBES is acceptable. Experience in DoD or Army process work (a Lean Six Sigma practitioner would be highly desired) Experience working in, or very closely with, ARNG matters in the Pentagon or ARNG staff institutional environment (ideally HQs Dept of the Army) Above average quantitative analytical skills (Operations Research Systems Analyst would be ideal, but is NOT required) Senior Military Service School graduate (client prefers a U.S. Army War College grad, but graduation from another SSC is acceptable) Good with a job that will only permit ~ 15% telework and requires candidate to live in the general area. Desired Qualifications Familiarity with Army Publishing Directorate (APD) Familiarity with Field Manual 6-0 (FM 6-0) Commander and Staff Organization and Operations Familiarity with Army writing templates Familiarity with Army Regulations 25-50 Preparing and Managing Correspondence Master's Degree or Higher Applicants selected may be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.STI-TEC is an equal opportunity employer and values diversity.
