POSITION PURPOSE AND OBJECTIVES: As the Director of Maintenance and Capital Infrastructure, you will oversee all aspects of fleet maintenance, facility maintenance, alternative fuel fleet implementation, capital projects, and the management of Transit Asset Management Plan (TAMP) and related activities within our organization. This role requires a strategic leader capable of ensuring the efficient operation of our assets while also driving initiatives to enhance sustainability, infrastructure development, and compliance with Transit Asset Management regulations. You will lead a team, develop, and implement maintenance and capital improvement strategies, and collaborate across departments to support organizational objectives. ESSENTIAL JOB FUNCTIONS: Fleet Maintenance: Develop and implement comprehensive fleet maintenance programs to ensure the safe operation and longevity of vehicles and equipment. Oversee preventive maintenance schedules, repairs, and inspections to minimize downtime and maximize fleet reliability. Manage cleaning activities for fleet vehicles, ensuring cleanliness and hygiene standards are maintained. Coordinate cleaning contracts and services to support fleet maintenance operations. Facility Maintenance: Manage all aspects of facility maintenance, including building systems, grounds, and utilities, to ensure safe and functional work environments. Coordinate cleaning activities for facilities, including offices, maintenance areas, and common spaces. Oversee cleaning contracts and services to maintain facility cleanliness and compliance with sanitation standards. Coordinate maintenance activities, repairs, and renovations to address immediate needs and long-term facility requirements. Implement sustainable practices and energy-efficient solutions to reduce operating costs and environmental impact. Alternative Fuel Fleet Implementation: Lead the transition to alternative fuel technologies, such as electric, hybrid, or hydrogen-powered vehicles, within the fleet. Evaluate feasibility, cost-effectiveness, and infrastructure requirements for alternative fuel adoption. Collaborate with stakeholders to develop implementation plans and secure necessary resources and funding. Capital Projects: Develop and execute capital improvement plans to enhance organizational infrastructure and support future growth objectives. Identify priority projects, conduct feasibility studies, and manage project budgets and timelines. Coordinate with internal teams, external vendors, and regulatory agencies to ensure successful project delivery and compliance with applicable regulations. Transit Asset Management Plan (TAMP) Management: Oversee the development, implementation, and management of the Transit Asset Management Plan (TAMP) in compliance with federal regulations and industry best practices. Coordinate asset inventory, condition assessments, performance targets, and lifecycle management strategies to optimize asset investments and meet regulatory requirements. Monitor asset performance, assess risks, and develop mitigation strategies to ensure the safety, reliability, and longevity of transit assets. Team Leadership and Development: Provide leadership, guidance, and mentorship to the maintenance and capital infrastructure team. Foster a culture of accountability, collaboration, and continuous improvement within the department. Promote professional development opportunities and support succession planning initiatives. Qualifications: Bachelor’s degree in engineering, Facilities Management, Business Administration, or a related field; advanced degree preferred. Proven experience (4 years) in maintenance management, facilities management, and capital project management, preferably in a transportation or industrial setting. Demonstrated expertise in fleet maintenance practices, alternative fuel technologies, sustainable infrastructure solutions, and Transit Asset Management. Strong leadership skills with the ability to motivate teams, drive change, and achieve results in a dynamic environment. Excellent communication, interpersonal, and negotiation skills, with the ability to effectively collaborate across departments and influence stakeholders at all levels. Project management certification (e.g., PMP) and relevant professional certifications (e.g., CMRP, CFM) are desirable. Knowledge of regulatory requirements, safety standards, and best practices in maintenance, infrastructure management, and Transit Asset Management. Functional Capabilities: Strategic Planning: Develop long-term maintenance and capital infrastructure strategies aligned with organizational goals, leveraging insights into industry trends, emerging technologies, and regulatory requirements. Operational Excellence: Implement efficient processes and procedures to optimize maintenance activities, minimize downtime, and maximize asset utilization. Drive a culture of continuous improvement to enhance operational efficiency and effectiveness. Financial Management: Manage budgets, forecast expenditures, and allocate resources effectively to support maintenance, capital projects, and alternative fuel initiatives. Identify cost-saving opportunities and prioritize investments based on ROI and strategic objectives. Project Management: Lead complex capital projects from initiation to completion, ensuring adherence to timelines, budgets, and quality standards. Coordinate cross-functional teams, manage stakeholders, and mitigate risks to achieve project objectives. Regulatory Compliance: Stay abreast of relevant regulations, codes, and standards related to fleet maintenance, facility management, and transit asset management. Ensure compliance with safety, environmental, and regulatory requirements, and implement appropriate controls and procedures. Technology Integration: Evaluate and implement innovative technologies, software solutions, and data analytics tools to enhance maintenance operations, optimize asset performance, and support decision-making processes. Team Leadership: Provide direction, coaching, and mentorship to a diverse team of maintenance professionals, fostering a culture of collaboration, accountability, and continuous learning. Promote employee engagement, development, and succession planning initiatives. Vendor Management: Select, negotiate contracts, and manage relationships with external vendors, contractors, and service providers to support maintenance, cleaning, and capital project requirements. Ensure compliance with contractual agreements and performance standards. Communication and Stakeholder Engagement: Communicate effectively with internal stakeholders, executive leadership, regulatory agencies, and community stakeholders to provide updates on maintenance activities, capital projects, and sustainability initiatives. Build strong relationships and partnerships to support organizational objectives. Risk Management: Identify potential risks and vulnerabilities related to maintenance operations, capital projects, and asset management. Develop risk mitigation strategies, contingency plans, and resilience measures to safeguard assets and ensure continuity of operations. About Butler County RTA BCRTA is a political subdivision of the State of Ohio organized as a Regional Transit Authority under Ohio code. BCRTA acts as the designated recipient for Federal Transit Funds and provides public transportation services within and around Butler County, Ohio including Hamilton, Middletown, Fairfield, West Chester, Oxford, and Miami University.
