Description: Develops, plans & schedules proposals inaccordance with estimating policy,FederalAcquisition Regulations (FAR) & Defense FederalAcquisition Regulations (DFARS) requirements,USG Bus. System Requirements & other govt.regulations. Shapes, develops & matures bus.case analyses & cost methods resulting in acomprehensive bid/price strategy. Developsinitiatives to increase profitability & cashflow.Acts as the estimating lead on proposalscompiling cost, schedule, & technical elementsto development proposals in accordance withRequest For Proposal (RFP) specs. Coordinatesthe collection of cost, scheduling, & performanceelements from functional departments. Performsfinancial modeling & analyses related to majorproposals, including rate studies & analysis, bus.case development, cash flow analysis, NPV &IRR & presents analyses & recommendations toleaders. Researches & analyzes historical data,develops cost models to support proposal efforts& determination of accuracy of functionalestimates. Participates in should-cost & pricingreviews with mngmt & customer reps.Participates as a member of the contractnegotiating team & interacts with DCAA /otheraudit agencies. Initiates process improvementsto enhance productivity & efficiency withinpricing & estimating functions. May provide day-to-day direction & guidance to less seniorProposal Analysts. Develops, communicates, &implements Estimating & Pricingpolicies/procedures, & conducts monitoring &surveillance activities to ensure that thepolicies/procedures are being thoroughly &consistently implemented. Possessescomprehensive written & oral communicationsskills to support proposal development activities,executive proposal reviews, fact-finding & negotiations, & interaction with DCAA/otheraudit agencies. Basic Qualifications: Ability to obtain a security clearance (Secret)Accounting, Finance, Economics or Business-related degreeStrong Microsoft Office skills including ExcelPrevious fact finding/negotiation experienceTINA process and requirements and CertificationStrong written and verbal communication skills Desired Skills: Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10 years of professional experience; or 8 years of professional experience with a related Masters degree. MFC systems (EFS/SAP) and processesProduction and development proposal preparation to include: - EPP preparation and presentation - BOE Development and Generation - RAC review process - Proposal strategy and analysis - Cost volume preparation - Review of RFP requirements Ability to multi-taskAbility to lead proposal activity from RFP through negotiations /certificationProactive self-starter Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration. Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process. Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
