Job Summary The Manager of Workforce Modernization is responsible to lead and perform business analysis activities, including documenting business requirements, identifying optimization opportunities, recommending business process changes, leading organizational change management, and supporting business operations.The Manager of Workforce Modernization will serve as the business lead for one or more workstream of the Workforce Modernization Program (WMP) with project initiatives and operational support focused on the continuous improvement of business processes and technology used for transit planning and scheduling, transit employee work selection, and transit day-of-operations and workforce management for bus, light rail, and heavy rail operations. Further, this position will serve as the business project lead for small to mid-sized modernization and optimization initiatives, incorporating suitable project management practices Duties & Responsibilities * Lead business analysts in evaluating current business processes and technology, collaborating with business stakeholders to create user stories, define business requirements, identify potential solutions, and develop process optimization recommendations.* Maintain assigned workstream(s) project backlog, guide work prioritization, lead project or sprint scoping, planning, execution, and monitoring, tailoring predictive (waterfall) and iterative (hybrid, agile, Lean, etc.) project delivery methods, tools, and processes to achieve project goals and ensure work conforms to quality standards for deliverables.* Track, manage, and report on workstream progress, including changes in requirements, schedule, resources, risk, and quality. Collaborate with program leadership on addressing workstream opportunities, risks, and issues.* Close project phases and projects by holding retrospectives, finalizing all project documentation, and managing transition of project work to operational stakeholders.* Lead the development and maintenance of project documentation, including business requirement documents, traceability matrixes, and process maps.* Serve as a super-user of HASTUS and other transit applications and technology tools for the assigned workstream(s).* Provide content knowledge and develop comprehensive strategies to facilitate the creation of business scenarios to test application functionality.* Lead the development and maintenance of end-user training and change management materials for business process changes and new application functionality.* Develop and lead training and change management sessions for end-users of HASTUS and other transit applications and technology tools.* Support end-users with system usage and troubleshooting.* Oversee the development and monitoring of qualitative and quantitative business metrics and KPIs as part of process improvement and controls.* Collaborate with stakeholders to design dashboards that communicate complex information in an easy to digest manner.* Assist in preparing recommendations and materials for policy discussions.* Handle sensitive and confidential information in an appropriate manner.* Participate in the on-call rotation, responding to emergencies on a twenty-four (24) hour, seven (7) day per week basis while on-call.* Perform related duties and projects as assigned. The selected candidate will be expected to follow a hybrid work model that consists of both in-office / on-site and work from home days, as needed. During some periods, the selected candidate may be expected to be on-site for 5 days/week. Supervision * Manage a team of analysts and project staff. Minimum Requirements & Qualifications Minimum Education * Bachelor's degree from an accredited institution Minimum Experience and Required Skills * Four (4) years of experience in business analysis, operations analysis, systems analysis, project management, or related field* Two (2) years of experience in transit planning, transit scheduling, transit operations, transit workforce planning & administration, and / or related field.* One (1) year of experience in a lead / supervisory capacity * Ability to manage multiple projects simultaneously amongst competing priorities.* Demonstrated data-driven decision-making skills.
