Department: Drain Commissioner Job Status: Full-Time Rate of Pay: Starting at $40,261.07 JOB SUMMARY: The purpose of this position is to administer, manage and enforce the provisions of the Soil Erosion and Sedimentation Control Act, Part 91. Supervise and perform maintenance and inspections on county drains. The work is performed under the direction of the County Drain Commissioner . ABILITIES, KNOWLEDGE, AND SKILLS: Language Ability and Interpersonal Communication Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statute and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships. Requires the ability to persuade, convince, influence, train and monitor, in favor of desired outcome. Requires the ability to act as a lead person. Requires the ability to utilize a variety of reference, descriptive and/or advisory data and information such as financial statements, site plans, permits, department budget, various reports and records, plat books, erosion control manuals, soil erosion act document, county soil survey, procedures, guidelines and non-routine correspondence. Requires the ability to communicate orally and in writing with the Drain Commissioner, other department heads, co-workers, sales representatives, governmental officials, architects and engineers, contractors and builders, property owners, clients and agents. Mathematical Ability Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals. Judgment and Situational Reasoning Ability Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective. Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria Environmental Adaptability Ability to work under safe and comfortable conditions where exposure to environmental factors such as traffic hazards or rough terrain may cause discomfort and poses a limited risk of injury. PRINCIPLE DUTIES AND RESPONSIBILITIES: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Review proposed site plans; determines appropriate control measures and conducts on-site inspections. Issue permits, notices and approvals; collects fees and issues receipts for payment. Prepares, reviews and monitors department budget and maintains financial records. Supervises and coordinates maintenance of county drains with a variety of work crews, including community service workers, contractors, and the Alternative Worker Program. Schedules program activities and tasks; prioritizes work schedule and ensures timely completion. I nspects county drains noting needed repairs. Inspects drain repairs and construction work ensuring that slope and depth follows standards and specifications. Inspects projects upon their completion to ensure that dirt has been leveled and that there are no erosion problems. Implements tile repair and inspects work for conformance with standards and specifications. Responds to inquiries, communications and correspondence; provides information and referrals; provides technical support and assistance as appropriate. Develops and prepares a variety of forms, ledgers, documents, listings and reports; maintain document files; prepares correspondence and memos. Supervises the application of herbicides on county drains. Coordinates the areas to be sprayed with landowners. Operates and oversees the use of power equipment used to clear and dispose of trees and brush. Researches, recommends, and purchases equipment and tools needed for drain maintenance and repair. QUALIFICATIONS / EXPERIENCE: High school diploma or GED, with a minimum of 3 years of experience in the construction, drainage, or environmental fields, and any combination of education and experience that provides equivalent knowledge, skills and abilities. Experience with small equipment such as; chainsaws, brush cutters, etc…. Position requires a valid Michigan driver’s license. Department of Environmental Quality Certification, CEA within 1year Certified Commercial Pesticide Applicator within 1 year Walking over uneven terrain to inspect job sites and county drains. Lifting objects weighing 30 lbs. or more. Lifting and operating a chain saw to cut trees OTHER REQUIREMENTS: Employment is dependent on background check, criminal history, and drug screen. Applicant must complete County application form. SUPERVISORY RESPONSIBILITIES: Direct Reports: None Delegation of Work: Not applicable Supervision Given: Not applicable Reports To: This position reports to the Chief Deputy Drain Commissioner WORK LOCATION AND PHYSICAL DEMANDS: Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustments on equipment, machinery and tools such as a computer and other office machines, compass, camera, hand level and a vehicle, and/or related materials used in performing essential functions. Ability to coordinate eyes, hands, feet and limbs in performing skilled movements such as rapid keyboard use. Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five to ten pounds. Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks.
