Description of Duties This position is under the direct supervision of a Public Health Program Administrator (PHPA). The Project Manager communicates and collaborates regularly with the supervisor, HAIP program lead, and other team members.The Project Manager shall provide updates to the supervisor about the progression of the projects.The Project Manager’s specific duties are as follows: Coordinate and collaborate with other contracted and Department staff to fulfill project goals. Accurately track and report quarterly progress and budgetary spending for assigned grant projects. Execute the development and monitoring of contractual agreements with external vendors through the Commonwealth procurement process in consultation with the HAIP PHPA and the Division of Administration and Finance. Collaborate with external partners to achieve project goals and objectives and communicate program needs. Serve as the coordinator, manager, and liaison for all assigned projects. Lead project meetings, send meeting invites and publish meeting minutes. Maintain all project records in an organized manner. Communicate clearly with project team members in a timely manner. Adhere to internal invoicing process and ensure invoicing guidelines are followed and adhered to by vendors. Prioritize work assignments and communicate priorities to project teams you are leading. Develop and update, on a regular basis, project timeline/schedule to ensure project is on track. Address issues and risks as they arise and track to completion for assigned projects. Communicate project issues and risks to Leadership. Escalate issues and risks as needed. Provide updates to the supervisor on a regular basis. Possess excellent communication, organizational skills, leadership skills and phone etiquette. Proficient with Microsoft Office Suite, particularly Outlook, Word, SharePoint, and Excel. Projects The Project Manager will manage the Respiratory Protection Program (RPP) and the Pathway to Progress-Performance Improvement Program (P2P-PIP). Vendors have been selected for each project. The Project Manager will manage the vendor’s deliverables and invoices along with the project timeline/schedule, issues, risks and the HAIP activities. Respiratory Protection Program: This project will deliver comprehensive respiratory protection program training and education to equip each skilled nursing facility with the infection prevention and control practices needed to enhance its respiratory protection program as well as provide funding to these facilities for their staff to become members of APIC and to attend an APIC training. Pathway to Progress-Performance Improvement Program: This project will deliver Infection Prevention and Control Pathway to Progress-Performance Improvement Program for Skilled Nursing Facilities and other Congregate Living Healthcare Facilities across Pennsylvania. The P2P-PIP shall include three primary components consisting of an educational and performance improvement curriculum, implementation of facility level IPC quality improvement processes, and a certification process for recognizing SNFs and CLHFs achieving pre-defined program criteria and metrics and completing the P2P-PIP in good standing. Additional projects may be assigned. Epidemiology Skills Epidemiology skills are not required but Public Health knowledge is a plus. Previous Experience Previous experience managing projects or programs is required. PERFORMANCE STANDARDS The DOH reserves the right to reject or remove any unqualified contract staff if they cannot perform their duties at an acceptable level. The supplier is expected to replace the contract staff ASAP depending on the needs of DOH. DRESS CODE ID must always be worn and must be visible and readable (other than teleworking). The Project Manager shall dress in a manner that conveys professionalism; typically, in a “business casual” style when appearing online. Uses Teams and Outlook to facilitate meetings. Interacts with colleagues cooperatively to develop effective working relationships. Reports problems accurately using the chain of command. Keeps conversations free from discriminatory, abusive, or sexually harassing comments. Prepares and submits thorough and accurate reports on time. Submits incident reports and work-related injury paperwork promptly. CRITICAL THINKING Self-driven to complete tasks. Prioritizes work tasks to be accomplished. Recognizes/anticipates the needs of colleagues and stakeholders. Identifies recurring problems and barriers. Implements practical solutions to mitigate problems and overcome barriers. Organizes computer files to easily access information. Coordinates with multiple organizations and colleagues to accomplish the same goals. Seek guidance and permission when appropriate. PROFESSIONAL CONDUCT Always demonstrates professional conduct. Demonstrates ethical behavior in the workplace. Maintains a non-discriminatory work environment. Abides by the Governor’s Code of Conduct and DOH Personnel Regulations, policies and procedures, and Bureau of Epidemiology policies and procedures. Adheres to scheduled work hours or informs the supervisor of changes to the schedule. Maintains confidentiality. Submits timesheets on time.
