JOB DESCRIPTION Wage/Salary: $40,000 - $47,000 Position Summary: The Operations Administrator for the Washington, DC Temporary Assistance for Needy Families (TANF) Workforce Development program will; review all customer timesheets and supporting documentation that has been submitted by Case Manager's to ensure the documentation follows federal activity guidelines and other policies; prepare documents and provide preliminary approval for audits and stipend requests; distribute, track and prepare invoice billing for all program milestones and customer incentives and stipends. Responsibilities cover both contracts that comprise our Workforce Development contract with the District of Columbia's Department of Human Services (DHS): Education and Occupational Training (EOT): Case management supports, barrier removal, development and monitoring of training programs, possible on-site training with industry recognized credentials. Outreach and non-compliance support services . Job Placement (JP): Case management supports, barrier removal, job readiness training, job development services, services to assist with career advancement, retention services. Outreach and non-compliance support services. Essential Job Functions: Reviews all customer timesheets and supporting documents to ensure compliance with federal activity type regulations and other policies. Works with Case Managers to resolve documentation errors and provides feedback to program leadership of ongoing quality issues. Order distributes and account for all customer stipends and incentives dispersed. Collect, review, log, code and submit all accounts payable invoices approved for payment by the Program Director and Director of finance to Fedcap corporate finance for payment. Research and resolve all issues concerning outstanding accounts payable. Continuously review and refine procedures, as necessary Assist to prepare monthly invoices for submission to program funder. Work with the Program Director and Director of Finance on regular performance reports and ad hoc reports, tools, and/or basic analysis to address financial trends and performance. Conducts immediate outreach to customers who fail to report to mandatory appointments and services. This includes telephone, email, mail, and home visit(s) outreach strategies. Actively share information about outreach and engagement efforts with Case Managers Identify and assist with mitigating barriers to program participation, including, but not necessarily limited to, health, mental health, housing, childcare, domestic violence, and travel issues. Communicate with the Customer to promote the value of work and help the Customer resolve issues and engage in work activities. Observe all policies and procedures and attend all required trainings and certifications as scheduled. Urgently (within 24 hours) document outcome of outreach as well as participation, compliance, and employment progress in the Electronic Case Management (ECM) systems Participate in learning collaboratives through both regional and online conferences. Education and Experience : A minimum of an associate degree from an accredited college or university in business, finance, or accounting; Preferably 2 years of accounting and/or auditing experience; and/or work experience determined to be acceptable to the agency.
