EFFECTIVE DATE: APRIL 2021 BUILDING PERMIT TECHNICIAN COMMUNITY DEVELOPMENT JOB CLASSIFICATION: FULL-TIME TECHNET #315 PAY GRADE 6 PAY GRADES LINK GENERAL PURPOSE Under the general supervision of the Building Official this employee provides professional and knowledgeable administrative and customer service functions for the Building Department by front desk assistance and receiving telephone calls. ESSENTIAL FUNCTIONS Provides experienced customer service through personal and telephone communication with knowledge of building permits and building questions. Gives general information regarding requirements for obtaining permits Evaluates questions and situations to direct customers to appropriate staff or departments for additional assistance as necessary Gives appropriate and accurate information regarding requirements for obtaining permits. Consults and advises builders as needed Makes recommendations to the public about the administrative parts of construction practices and codes Receives and responds to complaints of contractors and/or public Determines if complaints should be handled through additional resources or a subject expert Prepares and reviews files for all new building permits, miscellaneous reports, commercial projects and City reports Closes out finalized building permit files, ensure all requirements, inspections, and certificates have been received. May review less experienced team member's files Understands state and federal laws that are related to permits and filing. Files permits, plans, inspections, and permit records in accordance to laws and retains records as required Prepares month-end, quarterly and yearly inspection reports, various State, Federal, and other statistical reports reflecting building activity within the City Provides research assistance to other staff and departments as needed Coordinates and assists in creating handouts and information to disseminate to the public concerning building permit process and code enforcement. Orders, tracks, and maintains Building Department supplies Researches and gathers documents for Grama requests Tracks, monitors, and maintains Building Department deposits Coordinates on issues related to Business License inquiries, applications and compliance inspections for licenses Looks for and provides recommendations for changing Building Department policies and procedures Performs other duties as needed or assigned, and may need to fill in for other department members Must be able to meet attendance and punctuality requirements for this position. Must abide by all City policies and procedures. Must work well with others and be a team player. Applicants will be required to submit to a criminal background check and drug test. POSITION QUALIFICATIONS Education and Experience Graduation from high school with 2 years of related experience in customer service or office coordination, or 1 year experience working in a Permit Technician I role, or an equivalent combination of education and experience Necessary Knowledge, Skills, and Abilities Knowledge of accounting and bookkeeping procedures Type 60 wpm Must have a working knowledge of Word, Excel, Adobe Acrobat; skill in the use of a variety of office machines and computers Must be capable of learning new computer programs including Citizenserve, BoardDocs and ArcGIS Current ICC Permit Technician Certification or ability to obtain within 1 year of hire Ability to proofread and write documentation and publications Ability to establish and maintain effective working relationships with fellow employees, elected officials and other agencies of the public PREFERENCE WILL BE GIVEN Bilingual Preferred (the ability to understand and to make one's self understood to all Spanish-speaking individuals) Experience in local government
