Sayres Defense is seeking a Benefits and Special Projects Manager to support its corporate office in Washington, DC. The position is located in one of Washington DC's most exciting, growing, and developing areas- just outside the Navy Yard, almost next to Nationals Park. The economic development of the area provides for high quality of work/life with many vibrant restaurants and green spaces along the river. As a direct report to the VP of Human Resources, The Benefits, and Special Projects Manager will use knowledge and skills obtained through education, training, and/or experience to manage the day-to-day administration of employee benefit plans company-wide. They will assist the VP of HR in determining procedures to perform various departmental tasks. Resolves most issues independently, with elevated matters referred to the HR VP. Frequent contact with internal customers, insurance carriers, and/or third-party administrators is required. Essential Duties and Responsibilities: Supervises administration of employee benefits programs including 401K administration/management, medical, dental, vision, life insurance, disability insurance and others. Responsible for developing a strategic partnership with Medical and 401K benefits brokers to ensure all company-wide employee benefits are managed properly and are in compliance. Responsible for organizing, managing, and scheduling fiduciary meetings quarterly or when necessary. Responsible for managing the 401K audit process. Ensure that all medical and 401K inquiries from inception through-out the full life cycle of finalizing 5500s for processing and proper signatures. Responsible for handling benefit inquiries and complaints with HR Business Partners to ensure quick, equitable, courteous resolution. Maintains contact in person, and by phone or e-mail, with hospitals, physicians, insurance companies, employees, and beneficiaries to facilitate proper and complete utilization of benefits for all employees. Supervises maintenance of records. Supervises maintenance of enrollment, application, and claims inquiries for all benefit plans. Assists VP of HR in evaluating and comparing existing company benefits with those of other employers by analyzing other plans, surveys, and other sources of information. Plans, develops, and/or participates in area and industry surveys. Analyzes results of surveys and develops specific recommendations for review by management. Assists the VP of HR in recommending new or modified plans. Develops census data and solicits insurance companies for quotations. Evaluates quotations and make recommendations to management. Assures company compliance with provisions of Employee Retirement Income Security Act. Supervises preparation of reports and applications required by law to be filed with federal and state agencies, such as the Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. Reviews and analyzes changes to state and federal laws pertaining to benefits and reports necessary or suggested changes to management. Develops benefit information and statistical and census data for actuaries, insurance carriers, and management. Partners with the Talent Acquisition Specialist to maintain the affirmative action program and coordinate annual updates/analyses with the vendor; files government reports (EEO-1 and VETS-100A); maintains other records, reports, and logs to conform to EEO regulations. Keeps abreast of legislative changes and maintains compliance with federal and state employment law, especially new OFCCP regulations regarding veterans and individuals with disabilities. Maintains Human Resource Information System records and compilation of reports from the database. Maintains currency in Benefits and Human Resources legislation. Performs other duties and responsibilities as assigned. Additional duties may include supporting the Facility Security Officer in the following tasks: Update and maintain personnel data and documents using Joint Personnel Adjudication System (JPAS)/ Joint Clearance and Access Verification System (JCAVS), Defense Information System for Security (DISS) and National Industrial Security System (NISS). Assist with security indoctrinations, debriefs and DISS/ JPAS reports. Conduct employee briefings, debriefings, and in/out processing. Submit visit requests utilizing JPAS or by sending required facility access forms. Verify clearance eligibilities using JPAS/DISS. Initiate new security clearance investigations and reinvestigations. Contact the DCSA Knowledge Center and/or DMDC regarding questions or request pertaining to PCL's. Interacts with both internal and external customers, staff, and others. Other duties as assigned. Educational/Previous Experience Recommendations: A bachelor's degree 15+ plus years in Benefits Administration Management Any equivalent combination of experience, education and/or training approved by management. Experience working with GovConPay or related HRIS systems. PHR or SHRM-CP certification is nice to have but not required. Experience in a federal government contracting environment is a must. Ability to obtain and maintain a security clearance. PHYSICAL REQUIREMENTS: Prolonged periods of sitting at a desk and working on a computer. Must be able to lift 5 pounds at times.
