The position directs and administers all activities of the utility, within a general framework of approved policies, budgets and programs developed by the Utility Commissioners. This position has frequent contact with members of the utility commission, state government officials and elected city officials, contractors, consultants, utility department heads, employees, and general public. The position directly supervises the department heads of the various divisions within the Easley Combined Utilities system. ESSENTIAL FUNCTIONS Supervises department employees which involves such duties as instructing, assigning, and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, terminations, and salary increases. Performs long range planning for electric, water, and sewer utility to ensure adequate facilities to meet demands and regulatory requirements. This entails working with outside engineering, legal, and financial professionals. Prepares operating and capital budgets and all supporting documentation. Reviews organizational financial data and operating data to monitor and track performance. Meets with customers and developers to discuss issues and projects. Prepares agenda and all supporting material for a monthly meeting with the Commission of ECU. Attends PMPA board meetings to discuss power supply issues and ECU's ownership in Catawba Nuclear Station. Performs studies to recommend rates and charges to meet operating and long-range capital budgets. Meets with elected officials to discuss policy issues. Attends industry meetings and conferences to meet with peers and industry professionals to stay current on existing and future industry issues. Meets with Department Heads to discuss issues relating to the department. Attends project status meetings to monitor progress of projects under construction. Interviews and makes decisions on hiring employees. Manages personnel issues. Discusses legal issues affecting ECU. Receives and/or reviews various important information such as legislative updates, monthly financial report, monthly sales report, Waste Water Plant operations data, and Water Plant operations data. Prepares and/or generates various documentation such as historical sales databases, spreadsheet to track power cost, operational and financial model for org., RFP for services and supplies, and correspondence. Refers to historical billing information, wholesale power bill, SCDHEC regulations, discharge monitoring report, and the SC Code of Laws. SUPERVISORY RESPONSIBILITIES Directly supervises all department heads. Indirectly supervises all employees. QUALIFICATIONS Requires a four year degree in business, finance, engineering, or accounting with a minimum of five years of on-the-job experience in operating and managing a utility system with direct management experience; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Previous experience in system planning to ensure long-term growth and rehabilitation. Previous experience in utility coordination with city, county and state stakeholders. Successful track record in managing others. Excellent communication and organizational skills required. High degree of diplomacy and the ability to interact with and influence persons in all types of positions. Ability to establish and maintain effective working relationships with coworkers, vendors, contractors, consultants, governmental agencies, political bodies, and customers. Strong mathematical ability. Knowledge of PC based software and applications including Microsoft Word and Excel. Must have knowledge and understanding of appropriate safety procedures and be able to respond in emergency situations. Professional demeanor and good communication skills with the ability to work well with others in a fast-paced environment. Excellent attention to detail and sense of urgency, ability to prioritize with an emphasis on quality and accuracy of work. Benefits: Health, dental, vision, and prescription benefit s.
