Job Description: Plans and administers policies relating to all phases of human resources activity by performing the following duties personally or through managers and supervisors: Responsibility and Duties: Essential Duties and Responsibilities include the following.Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.Recruits, interviews, and selects employees to fill vacant positions.Plans and conducts new employee orientation to provide information and training regarding Company policies, procedures, and benefits, and to foster positive attitude toward company goals.Keeps records of benefits plans participation such as insurance and 401(k) plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.Advises management in appropriate resolution of employee relations issues.Responds to inquiries regarding policies, procedures, and programs.Administers performance review program to ensure effectiveness, compliance, and equity within organization.Administers salary administration program to ensure compliance and equity within organization.Administers benefits programs such as life, health, dental and disability insurances, 401(k), vacation, personal, leave of absence.Investigates accidents and prepares reports for insurance carrier.Conducts wage surveys within labor market to determine competitive wage rate.Prepares budget of human resources operations.Identifies and resolves problems in a timely manner.Makes timely decisions, exhibits sound and accurate judgment, and communicates changes effectively.Includes appropriate people in decision-making process and supports and explains reasoning for decisions. Supervisory Responsibilities: Directly supervises administrative employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Education and/or Experience: Bachelor's degree (B. A.) in Human Resources Management or similar or experience or equivalent combination of related education and work experience. Knowledge /Experience with payroll, FMLA/CFMLA, ADA, Disability Leave, Benefits, National Labor Relations Act, Department of Labor, Fair Labor Standards Act, ERISA, HIPAA, EEOC , OSHA.
