P osition Summary : In support of the Agency's mission and under the supervision of the Family Services Supervisor, the Family Services Assistant (FSA) works with classroom staff to support the provision of family services to high needs families or those in immediate crisis. This support may be provided to the families on the phone, in person at a center/school, or in the family's home. The FSA is supported by classroom staff in the implementation of parent meetings and the recruitment of family members to parent committees and Policy Council. The FSA works with the Family Services Supervisor, Parent Engagement Specialist and program staff to promote parent engagement and implementation of family services in the Head Start program. In collaboration with classroom staff, the FSA is responsible for working with families in a family partnership process that identifies strengths, needs, interests, goals, services and resources that support family well-being, positive parent-child relationships, families as lifelong educators and learners, family engagement and connections, and family leadership. The FSA is also responsible for documentation of Family Services and Health data in ChildPlus and other program systems as required. The FSA will develop and maintain a detailed working knowledge of Community Action Head Start Policies and Procedures, Head Start Performance Standards, and the Head Start Parent, Family, Community Engagement Framework. Essential Functions and Responsibilities : PARENT, FAMILY & COMMUNITY ENGAGEMENT Promote the healthy development of the whole family by providing support and advocacy to parents and families for the purpose of enhancing parenting skills and promoting positive parent-child development and families who are able to meet their child and family needs. Develop working knowledge of Head Start/Early Head Start Parent Policy Council bylaws and assist with recruitment and support of elected site representatives and Policy Council members. Work 3-8 rotating evenings per month in support of Parent Teacher Nights/ Meetings, Policy Council, Workshops and Family Engagement activities throughout Washington County. Assist with logistical preparation and support at monthly Policy Council meetings, Parent Teacher Nights, Workshops and Parenting Groups as needed. Develop the skills to facilitate the parent education curriculum as needed. Support Parent Meetings by providing requested materials and/or on-site support as needed. Create agenda for committee meetings, work with parents to become leaders and facilitate meetings on their own. Distribute, track and maintain translation equipment. Create, assemble and maintain parent education and resource materials for monthly distribution to parents and staff. PARTNERING WITH FAMILIES & COLLABORATING WITH CLASSROOM STAFF Initiate collaborative partnerships with parents to establish mutual trust and respect. Assist families to identify strengths, needs, interests, concerns, services, and supports that the family identifies might be helpful to them. In collaboration with teaching staff, complete a strengths and needs assessment with families identified as having high needs. Support family goal-setting by completing a Family Partnership Agreement with the family. Refer and link families to community providers, services and other resources. Advocate for and with families who are accessing services and supports within Community Action and the community. Complete agency CARE Assessment or other screenings and assessments with families as required. In collaboration with teaching staff, provide relationship-based support to families to assist in skill development needed to achieve their goals. Assemble and distribute Family Services training information and updates to staff. Follow up with families who have high needs and/or are in crisis to offer assistance and resources. Based on individual family needs, maintain regular and consistent contact with assigned families. Track family progress towards goals identified in the Family Partnership Agreement and in other areas of need. Welcome families and provide support to classroom staff during enrollment visits, classroom activities, classroom events and family events. In collaboration with classroom staff, provide parents regular opportunities to work together on activities they helped develop and in which they expressed an interest. Provide parents with information on the importance of their child's regular attendance and partner with them, as necessary, to promote consistent attendance. Prepare and enable parents to become their own and their child's advocate. Facilitate Check-In Meetings and Action Plans. Conduct or participate in Home Visits as needed. Pick up and deliver needed resources to classroom and families. HEALTH SERVICES Perform Hearing Screenings and Vision Screenings in Head Start classrooms as needed throughout the program year. Assist Teachers and Program Area Supervisors with monitoring ChildPlus screening reports. Assist families with obtaining health resources as needs arise. Assist with Dental Screenings in Head Start classrooms as needed throughout the program year. COMMUNITY NETWORKING & TRAINING Assist the Family Services Supervisor with preparation and delivery of Family Services trainings throughout the year. Participate in community meetings and trainings to keep up to date on new and emerging resources and assistance for families. Conduct individual and site trainings regarding Family Services and ChildPlus with staff, as requested. Schedule interpretation for meetings as needed. RECORD-KEEPING Perform ChildPlus data entry, including but not limited to: Input Family Services and Health related data as directed. Enter health screening and follow up information. Enter information from Family Assessments, Parent Meetings/Trainings, Family Services Check In and Action Plan Meetings. Generate reports from ChildPlus as requested. Maintain organized files (both digital and physical files) with master copies of all Family Services forms and printed materials required in Head Start/Early Head Start for support, distribution and guidance with staff. Assist the Family Services Supervisor and Program Area Supervisors with ongoing Head Start/Early Head Start child file reviews throughout the program year, monitoring for compliance and potential barriers to family engagement/progress. Record inconsistencies in child files/documentation and provide details to the Family Services Supervisor and/or Program Area Supervisors for follow-up. Assist with maintenance of parent involvement tracking system and development of monthly reports for Program Area Supervisors. Assist with ongoing processing and submission of Parent Training and Interpretation invoices. Maintain work flow schedules and standards including, but not limited to: photocopy production, interoffice mail distribution, and phone responsiveness. OTHER ESSENTIAL FUNCTIONS & RESPONSIBILITIES Strictly adhere to all safety policies and procedures at all times and respond/correct any at-risk safety issues immediately. Strictly adhere to agency code of ethics and standards of workplace behavior. Perform other duties as assigned to meet business needs, including regular and reliable attendance and adherence to all company workplace behavior standards. Work in classrooms as substitute staff as required. Interface with other departments and clients as required. Marginal Functions and Responsibilities : Bilingual staff may be required to provide interpretation or translation services on occasion. Required Education/Training/Experience : Minimum of a High School Diploma or equivalent in addition to at least two (2) years of related experience working with families. Have (or acquire within 18 months of hire) a credential or certification in Social Work, Human Services, Counseling or a related field. An equivalent combination of experience and education may be considered for candidates with higher degrees in Social Work, Human Services, or a directly related field. Demonstrate proficiency in technology tools such as Microsoft Office applications, databases, spreadsheets and word processing. Excellent written and verbal communication skills. Ability to exercise good judgment and to work cooperatively and in collaboration with diverse staff and clients. Ability to manage multiple tasks and set priorities. Proven ability to work independently and to demonstrate initiative and creative problem solving. Must be able to successfully pass applicable background and Oregon Central Background Registry checks prior to new hire processing and beginning actual employment. Completion of appropriate Fit for Duty and TB Testing according to Head Start regulations prior to date of hire. Access to reliable transportation for home visits, valid driver's license and proof of vehicle insurance. Preferred : Post-secondary degree in Human Services, Social Work or a related field in addition to at least one year of experience working with families in a similar role. Fluent verbal and written communication skills in Spanish and English, and the ability to translate written materials from English to Spanish or Spanish to English. Experience with and/or knowledge of Head Start. Experience with and/or knowledge of social service systems or non-profit organizations. Required Licensing or Other Special Certifications : Acquire within 18 months of hire a credential in social work, human services, family services, counseling or a related field. Required Physical Demands of Essential Functions and Responsibilities: Work is conducted in an office environment with frequent travel to various Head Start/Early Head Start sites throughout Washington County; personal vehicle/insurance required for travel to sites. Extensive phone/computer use. Ability to drive company and/or rental van to transport parents to/from OHSA Conferences. Extensive use of video terminal and keyboarding. In normal work day, may stand/walk __3-4_ hrs/day; may sit _ 6-8_ hrs/day; may drive __3-6_ hrs/week; may use hands for repetitive grasping, pushing and pulling, typing and fine manipulation 2_ _ hrs/day; may use hands at or above shoulder level for _ 1_ hrs/day. In normal work day, may bend, squat, and/or climb frequently. Work is light in nature, lifting maximum of 40 lbs. Frequent lifting and/or carrying of objects weighing up to 20 lbs. May require walking or standing to a significant degree, or sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
