Senior Engineer, Security Operations

Description:
This position is a member of GSOC's Security Operations department and is responsible for ensuring the cyber security of programmable electronic devices and networks that make up GSOC and GTC's digital operations infrastructure. Performs duties related to ensuring that the systems and networks used for operations are managed securely and in compliance with NERC Critical Infrastructure Protection (CIP) standards. Supports and implements GSOC's physical and cyber security programs including projects related to the security of the digital operations infrastructure and NERC CIP Compliance. Identifies, designs, and implements innovative security solutions and uses of security technologies that enable smooth business and operations activities. Expert-level experience with physical security engineering, industrial control systems, electric utility device and site protection methodologies, and system administration of physical access control systems and video management systems are key to success in this role. Promotes an environment of compliance and continuous improvement to meet the Corporation's goals and objectives. The senior engineer has demonstrated full competency and proficiency within their group. They have in-depth knowledge of the department's subject matter. They are participants on team projects and may serve as project engineer for group projects. They contribute to improving processes, policies, and procedures and contribute to the development of technical standards. They contribute to developing technical solutions to problems within their subject matter areas. They informally mentor and assist junior staff. They consistently and independently produce results, operating with a high level of autonomy. Responsible for compliance with all applicable laws, regulations, industry standards, corporate policies, guidelines and procedures, including but not limited to, RUS, OSHA, NERC, FERC and ITS requirements. Job Duties: Design, implement and maintain physical security systems, including access control systems and video management systems. Develops, documents, and implements policies, processes, and procedures to support regulatory compliance requirements (NERC CIP). Independently identifies, documents, and implements approved improvements to existing technical and operational processes. Leads corporate efforts in identifying, studying, and implementing new technologies to secure GSOC and GTC's digital operations infrastructure and security posture. Conduct security assessments to identify vulnerabilities and provide recommendations for physical security improvements. Evaluate emerging technologies and assess their applicability to physical security systems. Collaborate with cross-functional teams, including operations and maintenance, engineering, and IT, to ensure seamless integration of physical security systems with existing ICS and IT infrastructure. Provide technical guidance and mentorship to less experienced engineers and technicians. Collaborates with internal and external compliance and audit teams to ensure compliance with regulatory standards. Work with third-party vendors and contractors to procure equipment and services for physical security systems. Required Qualifications: Education : Bachelor's Degree in Computer Science, Software Engineering, Electrical or Computer Engineering, Cyber Security, or Information Systems. Experience : Six (6) plus years work experience and the experience described below. Equivalent Experience : Fourteen (14) plus years of direct electric utility experience and the experience described below. Licenses, Certifications and/or Registration s: CISSP or other Security-related certs desired, not required Specialized Skills: Strong technical knowledge of information security architecture, protocols, and best practices In-depth understanding of physical security monitoring systems, including Video Management Systems, IP cameras, video recording devices, door locks and alarm systems Familiarity with network and system hardening techniques Experience working in regulated environments such as NERC CIP or others is highly desired. Promotes an environment of compliance and continuous improvement. Experience in Security Patch Management, Configuration Management, Firewall Management, Disaster Recovery, Incident Management, and Information Management desired. Experience in providing 24x7 support for real-time data communications systems and troubleshooting system problems involving real-time data communications systems desired. Experience with virtual environments, VMWare ESXi desired. Experience with Physical Access Control Systems (PACS), Honeywell, Genetec desired. Experience with ITIL-based Asset and Change Management systems (ManageEngine/ServiceDesk Plus, Ivanti Service Manager, ServiceNow) desired. Experience with Windows Server/Workstation administration, SQL Server administration, Linux administration desired. Proven ability to lead and mentor less experienced engineers and technicians. Excellent organizational skills and customer/ team communications skills are needed to be successful. Must have strong verbal and written communication and leadership skills, including the ability to clearly explain technical issues to both technical and non-technical stakeholders.
