SUMMARY: The Director, Program Management (PM) and Business Development (BD), is responsible for developing new businesses; exercising managerial control and direct supervision over a portfolio of projects, and ensuring the delivery of professional client services. Focuses on meeting and exceeding client expectations in providing effective project planning, design, controls, and execution to strengthen the Cayuse Government Team's qualifications and performance reputation. Develops new and enhances existing strategic relationships to capture new business to expand Cayuse's business lines and geographic footprints to achieve its strategic goal to "grow the business and grow our people". Directly supervises and trains project employees to deliver and achieve specified project operational goals, objectives and requirements RESPONSIBLIITIES: Develops, captures, and manages new business opportunities in the Cayuse Pacific Region. Provides BD and capture leadership in identifying market opportunities; lead generation; pipeline development; proposal management and capture from staffing to execution. Provides appropriate functional and technical Subject Matter Expertise (SME) solutioning assistance, guidance, and consulting on proposals, projects, and opportunities where technically experienced and qualified. Establishes and nurtures strategic relationships with new and existing clients, contracting agencies/offices, teaming partners, and other stakeholders. Provides leadership and management of multiple simultaneous projects and ensures maximum effectiveness in the use of strategies and resources for the timely completion of all assigned contractual responsibilities on time, on budget and while meeting or exceeding client expectations. Assumes compliance and accountability for the overall performance and delivery of awarded project contractual requirements as defined in the scope of work (SOW), performance work statement (PWS) of assigned projects. Ensures strict adherence to statutory, regulatory, and policy requirements. Develops and achieves client satisfaction; quality standards; and project profitability goals. Serves as primary client point of contact (POC) and ensures timely, appropriate, and professional responsiveness to client inquiries, questions, and requests.. Similarly, serves as a POC for developing strategic relationships as they are established and nurtured. Performs as a program lead in resolution of technical or Staff Management problems that would critically impact performance, schedule and/or cost. Develops overall program schedules and ensures the development, collection, and storage of formal documentation. Reviews and approves subordinate program and project plans. Defines and assigns work to consultants and subcontractors assigned to program; monitors and controls work in progress for technical adequacy; and provides active assistance to meet schedules or resolve complex technical or customer requirements. Establishes performance metrics and monitors progress to assure contract compliance, customer satisfaction and attainment of company commitments, goals and objectives. Utilizing the client's Statement of Work (SOW) or Performance of Work Statement (PWS), identifies, defines, and drafts technical and functional requirements and statements of work to be issued to teaming partners and subcontractors for the development of their intended work cost proposals. Mentors and coaches assigned personnel to enhance performance. Conducts reviews and provides staff feedback for continuous improvement. Other duties as assigned MINIMUM QUALIFICATIONS: A bachelor's degree in business administration, operations management, marketing, communications, or related field 10 years of demonstrated leadership and managerial experience 10 years of program management experience in Federal Government contracting with intimate knowledge of and relationships with one or more Agencies/Departments Current or former security clearance or ability to obtain clearance Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment. Minimum Skills: Demonstrated outstanding writing skills, verbal communications skills and organizational skills Demonstrated working knowledge of the FAR, DFAR and other government regulations Demonstrated understanding of federal business practices with a working knowledge of costing, pricing, and profit margins, including contractual obligations and risks Proficient with federal market dynamics, in particular solutions and technologies that are hot in the market and at what price points customers are buying them Familiarity and experience with DCAA compliant accounting systems; Deltek CostPoint a plus Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc. Preferred knowledge in areas of Emergency Management, Operations & Maintenance services, Facilities Management, Environmental services, and Professional Services Existing relationships with potential clients and teaming partners, such that one can "hit the ground running" required. Willing to travel for short term assignments. Highly motivated and is at ease with handling or managing multiple tasks at any one time. Excellent business acumen and industry acumen Ability to forge new relationships, individual and teaming in nature. DESIRED QUALIFICATIONS: MBA PMP certification Prior military service/Veteran status Knowledge, experience, technical expertise, and proficiency in information technology management and services; command, control, communications, communications, cyber, intelligence, surveillance, and reconnaissance (C5ISR); and possess professional technical certifications. WORKING CONDITIONS: Professional hybrid office environment Must be physically and mentally able to perform duties for extended periods of time. Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position. Must be able to establish a productive and professional workspace. Must be able to work varying work schedules and/or extended hours to meet business needs and project deadlines. Ability to perform administrative duties for an extended period of time. Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of the duties. May be asked to travel for business or professional development purposes.
