The McConnell Group (TMG) is seeking an experienced Animal Research Administrative Assistant to support the research mission at Wright-Patterson Air Force Base, Ohio. This full-time, on-site position is located in the Dayton, Ohio area. The work schedule is normally M-F 0730-1630; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although the schedule may have to be flexible, it will not exceed 40 hours per week. Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on this contract MUST BE U.S. CITIZENS. For the purpose of base and network access, possession of a permanent resident card ("Green Card") does not equate to U.S. citizenship. This position is contingent upon a contract award to TMG. The contractor shall assist the Attending Veterinarian (AV) and Institutional Animal Care and Use Committee (IACUC) Chair to ensure compliance with all Federal, State, and local regulations and policies. The contractor shall maintain the schedule and records for post-approval monitoring of protocols, semi-annual inspections, and site visits. The contractor shall track all training, occupational health status, protocols, and animal numbers and provide reports on the status of each. The contractor shall provide quality control for the administrative area of the Animal Care and Use Program, i.e. the contractor shall also provide administrative support to the branch to ensure the research mission. The research is comprised of Innovative Biotechnology Initiatives, basic support for new animal models, and new research methodologies requiring a combination of capabilities. One of those capabilities is the Animal Care and Use Program, which provides accredited laboratory animal veterinary medical and surgical support, ensuring compliance with federal, state, and local laws in addition to the DoD regulations. This is a world-class research organization with a diverse workforce of military, civilian, and contractor personnel supporting the Air Force as well as the DoD. Mandatory Qualifications: The contractor employee shall have an undergraduate degree in an academic field related to health sciences or animal health/sciences. Additionally, the contractor employee shall have at least one (1) year of experience (within the last three years) as an administrative assistant in the animal research environment. The educational requirements may be substituted by experience, certifications, or other training on a case-by-case basis. The contractor employee shall have experience with Microsoft Office applications (Outlook, Word, Excel, Access, PowerPoint) and SharePoint. The contractor employee shall have demonstrated vast experience in customer service/support with a diverse customer base including but not limited to Principal Investigators (PI), research staff, husbandry staff, outside collaborators, and vendors. The contractor shall be able to communicate (written and oral) effectively with a diverse group. The contractor employee shall have a Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this task order. This is necessary to mitigate the transfer of any confidential, proprietary, and/or sensitive information while in this position. * The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. NDA shall be provided to the Government Program Manager by the start of performance. The contractor shall have or be able to obtain a SECRET clearance to process classified projects for the organization. Certified Professional IACUC Administrator (CPIA) Signed Letter of Commitment Job Duties: The contractor employee shall provide administrative support to the IACUC including classified studies. The contractor employee shall perform Administrative support duties, including review and finalization of correspondence, maintaining office file plans, filing and managing Animal Care and Use Program documentation, preparing policies and instructions for distribution, recording and preparing meeting minutes, ensuring a quorum, preparing meeting agendas, assisting with PowerPoint briefing development, assisting with Excel spreadsheet development, answering phone calls, scheduling and managing Outlook calendar appointments, and other administrative duties as assigned by the 711 HPW/RHDV Branch Chief. The contractor employee shall schedule regular and classified IACUC meetings, submit documents for committee review one (1) week prior to the meeting and record meetings with follow on minutes completed within three (3) weeks, and notify the customers within one (1) week of the status and/or changes required for their protocols. The contractor employee shall prepare, distribute, and collect signature pages as needed. In addition, the contractor employee shall schedule and organize internal and external inspections and site visitors as needed, maintain the tracker for correction of the deficiencies and provide a report to the AV, IACUC Chair, and committee as well as the Branch Chief monthly. The contractor employee shall coordinate annual reviews with the perspective PI by giving thirty (30) days advanced notice. The contractor employee shall aid the PI with the Program Description for the AAALAC international site visit by gathering/compiling data, providing editing and formatting, then submitting the annual reviews to AAALAC international and USDA, etc. in the prescribed timeframe. The contractor employee shall work with the IACUC chair, Branch Chief and AV to compile data for regulatory reporting requirements as required to include the classified projects. The contractor employee shall assist 711 HPW/RHD IACUC with tracking mandatory training requirements to include providing a quarterly report to the AV, IACUC and Branch Chief as well as the IACUC. The contractor shall notify and send follow-up reminders to research staff and IACUC members regarding deadlines and overdue requirements as needed. The contractor employee shall track expiration dates as well as due dates for refresher training, and send training delinquency notifications to research staff and IACUC members for action and compliance enforcement as appropriate. The contractor employee shall track and maintain the schedule for post-approval monitoring of research studies. The contractor employee shall maintain databases to track active and inactive protocols, and animal numbers both used and unused, and provide monthly reports to the AV, IACUC, and the Branch Chief. The contractor employee shall review and edit ACUP research policies with guidance from the AV and Branch Chief. The contractor employee shall include, create, and revise research forms, and provide forms and regulatory guidance to research staff with guidance from the AV and Branch Chief. The contractor employee shall duplicate documents and prepare materials for distribution to PI and/or IACUC members such as binders, folders, semi-annual facility reports, post-approval monitoring forms, and annual reviews. The contractor employee shall provide support to run audio/visual equipment during meetings, training sessions, and site visits for both regular and classified environments. The contractor employee shall maintain currency in all Privacy Act and Health Insurance Portability and Accountability Act (HIPAA) policies/laws and training. The contractor employee shall maintain and update the American Association of Laboratory Animal Science (AALAS) training library and the CITI training as well, including the occupational health tracker to ensure compliance for accreditation and provide a monthly report. The contractor employee shall maintain paper records and electronic databases of animal research protocols including start dates, reviews, amendments, and their progress. The contractor employee shall adhere to the 100% of all unclassified paper product shred policy of the 711 HPW. The contractor employee shall review animal research protocols to include classified as well as related documents to ensure they are formatted in accordance with IACUC policies and DoD Directive 3216.01 then stored according to records management requirements. The contractor employee shall submit research protocols and corresponding documents for approval. Additionally, the contractor employee shall prepare outside correspondence for researchers requiring external approval. The contractor employee shall follow up on outgoing correspondence (internal and external) weekly, reporting any delays or complications to the Branch Chief if applicable the AV and IACUC Chair. The contractor employee shall assist in the management, storage, and organization of information on the 711 HPW/RHD and 711 HPW/RHDV SharePoint and Shared Drive sites. The contractor employee shall provide quality assurance to the administrative area of the animal care Page 4 of 8 programs to certify documentation is inspection ready to include classified documents. The contractor employee shall assist the AV, IACUC Chair and Branch Chief to implement research guidelines and policies for the animal care activities. The contractor employee shall assist in the receiving, recording, tracking, preparing and reporting of taskers and suspense's assigned to and originating from the 711 HPW/RHD and 711 HPW/RHDV workflow email box for regular and classified correspondence. The contractor employee shall provide administrative support to the branch and other duties as assigned appropriately to the required functions of the IACUC as well as the branch. The contractor employee shall assist 711 HPW/RHDV with scheduling meetings, reserving conference rooms, and booking VTC rooms, auditoriums, and training facilities to include classified spaces. The contractor employee shall send invitations to requested participants, track, and record attendance of all meetings. The contractor employee shall compile meeting minutes for 711 HPW/RHDV as appropriate.
