The Texas Department of State Health Services (DSHS) is looking for a Regional Medical Director to help shape our rural and frontier communities' health. This position reports to the Associate Commissioner for Regional and Local Public Health Operations, who is a direct report to the DSHS Commissioner.This position will challenge your clinical, leadership, management, and public health skills as you lead over 100 staff covering 41 counties in the Texas Panhandle and South Plains area. You will lead, manage, provide public health and medical expertise and interact with our public health and healthcare delivery partners in a predominantly rural and frontier environment. You will serve as a front-line state public health representative in the region interacting with local and federal administrators, legislators and representatives during routine and emergency activities.In this position, you will get to take charge of leading efforts to address a variety of public health challenges as we deal with emerging disease, outbreaks, and emergency response, and other issues on the leading the edge of public health in the 21st century.The regional staff is comprised of a veterinarian, a dentist, public health nurses, social workers, epidemiologists, sanitarians, and emergency preparedness, budget and administrative staff. As a physician, your major clinical focus is commonly chronic disease prevention, and management of STDs, Immunizations and tuberculosis, along with other communicable and zoonotic diseases. As a public health professional, you will often focus on community health, Title V Maternal and Child Health programs, public health and medical emergency preparedness and response, and injury prevention.Licensed to practice medicine in Texas by the Texas Medical Board.10% Plan, organize, implement, evaluate, manage and direct public health services to counties without a local health department within the designated Public Health Region.20% Direct the activities of regional programs and provide technical assistance to local health departments and DSHS contractors.5% Supervise the Deputy Regional Director and regional Program Managers in the performance of resource management, including: human resources, financial, purchasing, and other administrative functions.10% Develop and maintain effective relationships with federal, state and local agencies and officials, board members, professional associations, health authorities within the region, local health departments, the general public and other stakeholders.20% Ensure regional compliance with DSHS strategic initiatives, policies, procedures and protocols.5% Lead the region's response to public health incidents including, but not limited to disease outbreaks, biological, environmental and weather emergencies. Response may require irregular work hours and/or 24/7 response to emergencies and additional travel.10% Serve as the local health authority per Chapter 121 of the Texas Health and Safety Code5% Reviewing and signing standing delegation orders for clinical programs including: immunization, tuberculosis, STD/HIV, and related services.5% Overseeing the regional Class D pharmacy.5% Provides medical authorization, as required, for prophylactic medications/biological and other medical countermeasures5% Other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations activation. Such participation may require an alternate shift pattern assignment and/or location. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety.
