NATURE OF WORK This is technical work involving engineering construction inspections specifically paving, drainage, water, sanitary sewer, concrete work, and other miscellaneous civil engineering work within the City and City's Utility Service Area.An employee in this class is responsible for review of construction documents and inspections of a variety of site civil, roadway, and utility improvements on both private property and within right-of-way to assure compliance with City standards and specifications, City Code, and other County, State, or Federal regulations. Work involves inspecting construction work performed by private contractors working for developers or governmental agencies. Employees are expected to make independent decisions requiring technical discretion and judgment. Successful job performance requires considerable detailed knowledge of road, drainage and utilities construction procedures and materials. Under the direction of the Chief Engineering Inspector and City Engineer, work is reviewed through personal conferences, inspections of work, achievements of stated expectations and goals, and adherence to City and departmental practices and policies.Examples of Duties ILLUSTRATIVE TASKS Participates in preconstruction meetings with contractors, engineers, and developers. Reviews materials list and shop drawings for compliance with approved engineering plans. Inspects all construction in the public right-of-way and site civil construction on private development site (i.e. curbing, paving, sidewalk, etc.). Inspects grading and paving for compliance with approved plans and permits; checks sub base for bearing and soil types, sub grade for density, rock base for quality, thickness, and finish; checks surface for prime coat and asphaltic concrete, formwork for concrete; confers with builders and ensures that standards are being adhered to; makes written reports to superior as to progress on a percentage of completion basis. Inspects utility installations to determine compliance with approved permits, accompanying plans, and City standard details and specifications; areas include water, sanitary sewer, and storm sewer piping and appurtenant facilities such as baffles, weirs, detention/retention areas, and exfiltration trenches. Inspects all work pertaining to drainage for subdivisions on both private and public roadways, according to plans and specifications. Inspects the gradient and construction of sidewalks in subdivisions; inspects all driveways for compliance with regulations. Investigates complaints and requests received in engineering office through telephone, letter, or in person; investigates encroachments into the public right-of-way; investigates water or flooding conditions; investigates poor road concerns and explains City's viewpoint and policy on their particular request or complaint; makes progress reports to superior. Acts as construction inspector for general parks construction; acts as a liaison between City and subcontractors for drainage, utilities or road projects under construction; reviews plans and specifications to ensure accuracy in construction; inspects concrete. Enters all inspection results and written details of inspection into City's computer system. Reviews as-built drawings, utility easement sketches, and construction costs against actual field construction. Performs related work as required. Requirements EDUCATION Graduation from an accredited high school or G.E.D. equivalency diploma. PROOF OF HIGHEST LEVEL OF COMPLETED EDUCATION MUST BE SUBMITTED AS AN ATTACHMENT WITH APPLICATION . EXPERIENCE Considerable progressively responsible full-time paid experience in the construction of underground utilities, storm drainage, and pavement system. AND Possession of a current Contractor License in one the following categories: State of Florida Underground Utility & Excavation Contractor Broward County Certificate of Competency - General Engineered Construction Broward County Certificate of Competency Category 1A – Primary Pipelines OR Extensive progressively responsible full-time paid experience with a government agency or private firm in the inspection of underground utilities, storm drainage, and pavement systems. NECESSARY SPECIAL QUALIFICATIONS Possession of a valid driver's license with an acceptable driving record. PHYSICAL REQUIREMENTS Work Environment Work is performed in various environments including conducting inspections in the field at various public locations within the City. Shifts and work hours may vary and may include evenings, weekends and holidays. Some duties may require exposure to adverse environmental conditions including but not limited to varying temperature and inclement weather. May be required to perform work at locations with exposure over, in and around water, which may not be accessible to the physically handicapped. Physical Must have sufficient strength and agility to perform some lifting, kneeling, bending, reaching and climbing steps or ladders. Sitting or standing for prolonged period required. Ability to climb, balance, bend, stoop, squat, kneel, crouch, crawl, reach, push and/or pull, twist and make repetitive hand movements. Ability to load, carry, lift, push and/or pull objects weighing up to 50 pounds. Must have the ability to operate a City issued motor vehicle. Sensory The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Requires ability to adapt to frequent changes in workload and to adjust priorities quickly as circumstances dictate while completing tasks within established periods. It also requires interaction with employees from all City departments/divisions and the public. Supplemental Information KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of the principles, methods, materials, and equipment common to drainage, utilities (water and sanitary sewer), roadway, curb, and sidewalk construction. Considerable knowledge of applicable legal and administrative regulations relative to subdivision, utility, administrative regulations relative to subdivision, utility, and general public works and utility construction. Knowledge of the basic principles of civil engineering as they relate to public works and utility construction. Knowledge of federal, state, county, and local laws, ordinances, standards, and regulations pertinent to construction of development and infrastructure projects. Ability to make detailed technical inspections and to enforce regulations firmly, tactfully, and impartially. Ability to read and interpret engineering plans. Ability to communicate clearly, both orally and in writing. Ability to establish and maintain effective working relationships with City employees (subordinates and superiors), contractors, consultants, other public agencies, and the public.
