The Department focuses on providing high quality services to all City employees and departments and works collaboratively with department leaders to align policies, practices, and programs citywide to fulfill the vision of workforce equity and excellence.As part of this mission, the Benefits Unit--which is part of the Shared Administrative Services division--is responsible for the daily administration activities for all the City's benefits plans and programs. To support this unit, we are looking for a Benefits Supervisor to be part of the leadership team of this small but dynamic unit.In this role, you will be responsible for supervising the administrative and customer service aspects of the Unit, including overseeing the centralized benefits administration for small departments, overseeing premium reconciliation processes, assisting with contract and vendor management, managing the workload of direct reports, and monitoring individual performance and development. Additionally, you will interpret contracts, laws, rules, regulations, and policies and procedures for management, Human Resources Benefits Representatives, employees, beneficiaries, retirees, and the Plan's contracted vendors.As part of the division's and the department's leadership teams, you will have the opportunity to participate in decisions affecting current and future operations, both inside and outside the benefits unit. Some of the likely future projects include: supporting Citywide HR consolidation; providing input on the competitive bid process for the HRIS; evaluating potential Customer Service provision platforms for the unit; determining the feasibility of various approaches to Employee Wellness and Benefits Communications platforms; and digitizing employee benefits information. In this role: You will be successful if you feel passionate about: Encouraging and supporting the professional growth and development of your team Facilitating peak customer service and administrative performance for the team Helping employees understand the importance of City benefits for financial protection Improving administrative processes and identifying opportunities that make a significant impact Solving complex problems creatively and legally Taking a leadership role in special projects Your effectiveness will depend on your ability to: Manage the performance of the 7-member unit Communicate effectively, both orally and in writing Apply critical thinking to problem-solving in a fast-paced environment Participate as an active and contributing member of the leadership team Deal tactfully, courteously, and effectively with a variety of people, including vendors and plan participants Work independently as well as part of a team Build and maintain positive team relationships Apply your advanced skills in Microsoft Word, Excel, and Access You will feel prepared if you have experience in: Supervising and managing team member performance Administering health and welfare benefit plans Maximizing administrative performance through the HRIS Analyzing contracts and monitoring vendor performance Researching and interpreting rules, regulations, contracts, and policies and procedures Using professional judgment to determine eligibility and resolve conflicts for employees and retirees Drafting policy/procedure recommendations for management review and approval In addition to the skills and experience mentioned above, you will need to possess the below required qualifications (or a combination of education and/or experience and/or training which provides an equivalent background required to perform the work of the class): A Bachelor's Degree in Human Resource Management, Business or Public Administration, Social Sciences, or a related field Three years of experience in professional personnel administration OR An Associate Degree in Human Resource Management, Business or Public Administration, Social Sciences, or a related field Four years of experience in professional personnel administration OR Five years of experience in professional personnel administration Additional Information Additional Information: This position is classified as a Personnel Analyst, Supervisor.
