To ensure efficient delivery of information system services and technology resources for users districtwide. To ensure that computers and technology efforts are consistent with the overriding objective of effective delivery of quality educational services for students and staff. To assist in long-range planning, coordination, and implementation of technology in the District. Reports to the Assistant Superintendent Business Services.Examples of Duties and Responsibilities:• Plan, organize, lead, direct, develop, and monitor all aspects of the Technology Services Department; supervise and provide direction to other Technology Services Department staff members.• Act as liaison between the District and other agencies in all areas of technology.• Direct and facilitate ongoing district-wide needs assessment and development of technology implementation plan to ensure delivery of efficient and effective day-to-day and ongoing information systems and technology services district-wide.• Develop and administer policy guidelines, system standards and operating procedures; interpret policy, and establish goals for the Technology Services Department.• Direct, facilitate, and monitor information system implementation efforts to ensure that the Department keeps pace with day-to-day and future needs.• Oversee progress towards objectives relating to migration and other project management efforts.• Review, monitor, and facilitate negotiations with vendors and agencies to provide cost-effective resources in terms of day-to-day demands and longer-term goals and objectives.• Comply with applicable state, local, and federal rules, regulations and laws as well as the policies and procedures of the district.• Establish and maintain effective working relationships with a variety of groups, including teachers, students, administrators, coworkers, vendors, etc.• Manage resources so that the Technology Services Department provides timely and essential customer service, training and user support.• Utilize knowledge sufficient to manage complex data base systems, network management (LAN and WAN environment) and protocols, intranet and internet access, computer workstation operations and multiple hardware and software platforms.• Manage and direct systems that support and assist users at all sites in computer, software, network and system functions.• Develop and manage long-range planning for technology, infrastructure, and network environment to facilitate technology use district wide including the Technology Plan.• Manage district wide network that supports voice, video and data transmission.• Research, prepare and present oral, written, and electronic reports as necessary.• Maintain necessary records.• Oversee training of users on hardware and software applications.• Oversee the implementation of security cameras and/or systems for the district.• Oversee, monitor and resolve fire alarm and intrusion systems.• Oversee the management and deployment of emergency communication system including emergency two-way radios.• Oversee operation and maintenance of District network systems, server network, and operating systems.• Implement policies and procedures for the protection of hardware, software and data.• Participate in meetings with District and site managers.• Oversee the maintenance of current inventory and information regarding technology throughout theDistrict.• Participate and manage the implementation of Erate for the District.• Perform other related duties as assigned.Qualifications:Knowledge of:• Knowledge, skills and abilities in the area of information systems and technology resources• Policies and objectives of assigned program and activities• Computer programming systems, utilities and applications• Methods and procedures of operating mainframe, personal computers, and peripheral equipment• Principles and techniques of systems analysis and development including machine scheduling, forms design and control requirements• PC and networking hardware and software• Hardware and software installation• Evaluation strategies• Recordkeeping and report preparation techniquesAbility to:• Supervise, coordinate, and participate in the installation, maintenance, and repair of computer hardware, peripheral equipment, and software• Must be able to plan, assign, supervise and review system analysis, design and computer operations including analyzing problems, identifying alternative solutions, and project consequences of proposed actions and implement recommendations• Manage and operate database, spreadsheet, and word processing applications• Configure and manage WAN hardware such as routers and switches• Manage and maintain a LAN with TCP/IP in a mixed environment• Diagnose and make repairs on PC computers and printers• Perform HTML programming functions• Organize and participate in user support activities• Estimate scope and requirements of repair and installation of equipment• Analyze situations accurately and adopt an effective course of action• Maintain records and prepare reports• Must be able to provide leadership and direction to department staff in a manner that encourages high morale and efficiency• Must be able to establish department goals and objectives consistent with District goals and objectives• Meet schedules and timelines• Communicate effectively in oral and written form• Exercise initiative and good judgment• Work independently for extended periods of timePhysical Requirements:• Exert 20 to 60 pounds of force frequently to lift, carry, push, pull, or otherwise move objects• Ability to sit, walk, stand, and crawl under buildings and through attics• Perceive the nature of sound• Good near and far vision and depth perception• Ability to provide oral information• The manual dexterity to operate business related equipment• Climb ladders, bend, kneel, stoop, crawl, and perform work in awkward positions• Ability to handle and work with various materials and objects that are important aspects of this jobEducation, Licenses and Certificates:Minimum requirements:• AA/AS Degree or equivalent of 60 units in computer information systems or a closely related field• A valid Class C Driver’s License• Evidence of appropriate insurance based on DMV regulations• A DMV print out• DOJ fingerprint clearance• Three or more years of experience working in a computer troubleshooting repair environmentDesirable qualifications:• BA/BS Degree in information systems or a related field and three years progressively responsible systems and programming experience• Three or more years of experience working in a school district setting in the computer technology field• Three or more years in a
