The Program: In 2020, the Reporters Committee is launching its Local Legal Initiative (LLI) in Colorado, Oklahoma, Oregon, Pennsylvania, and Tennessee to provide pro bono legal support to local journalists and news outlets pursuing enterprise and investigative journalism. Pennsylvania is a large and diverse state, home to many collaborations, innovative journalistic endeavors and strong investigative reporting. With the state's Right to Know Law only a decade old, there is substantial opportunity to create favorable case law for transparency, as well as to address the problems in the law. The Position: The Reporters Committee seeks a Pennsylvania-based attorney with at least three years of litigation experience as part of the LLI. Supported by a generous investment from the John L. and James S. Knight Foundation, this newly created two-year position will provide on-the-ground litigation and other legal support to journalists and news organizations across Pennsylvania.LLI attorneys at the Reporters Committee will participate in all aspects of our First Amendment and media law work. They will represent the Reporters Committee, news organizations, and individual journalists in impact and defense litigation involving access to judicial records/proceedings, freedom of information, libel, and other newsgathering and First Amendment matters. LLI attorneys may also contribute to the Reporters Committee's thriving amicus curiae practice, as well as our pre-publication advising work. They will also facilitate public records trainings for journalists, and work with stakeholders across Pennsylvania to increase visibility of the LLI and ensure the program is making a measurable impact on the ability of journalists to do investigative and enterprise journalism in the state.This position reports to the Legal Director and will last two years, with the potential for extension based on the availability of funding. The LLI attorney will be the only Reporters Committee staff member in Pennsylvania, but they will be an integrated part of our legal staff, with support from our Washington, D.C.-based staff attorneys and legal fellows. They will be based in Harrisburg, but we will consider alternative locations within the state for the ideal candidate. Office space and the necessary tools will be provided. Travel to the home office in Washington D.C., will be supported when required. Key responsibilities include: Litigating impact cases involving access to court records/proceedings and issues arising under state and federal freedom of information laws, including the drafting of pleadings, motions and briefs; arguing motions, and negotiating with opposing counsel; Providing counsel to journalists, including documentary filmmakers, on legal issues related to newsgathering, access to information, libel, and privacy, including in connection with the Reporters Committee's pre-publication partnerships; Drafting/revising amicus briefs on behalf of media coalitions in state and federal appeals presenting important freedom of information and First Amendment issues; Managing local and outside counsel relationships in litigation and amicus matters; Managing relationships with partners across Pennsylvania; Conducting trainings for journalists and news organizations on media law topics. Assignment, supervision, and professional development: The LLI attorney works as part of the legal team and is supervised by the Legal Director, Katie Townsend. The LLI attorney will benefit from professional development and continuing education opportunities such as the American Bar Association annual conference, and the PLI Communications Law training. Salary will be based on location and experience.Our generous benefits package should also be considered.
