The Burlington, NC Police Department is a CALEA Advanced Gold Standard agency, serving a community of over 53,000 citizens with 139 sworn officers.An employee in this class is responsible for supervising the evidence section of the Police Department, a unit comprised of evidence technicians and crime scene investigators. The employee is responsible for acting as the Evidence Custodian, overseeing the day to day operations of the section, and developing, reviewing, and implementing policies and procedures for the intake, maintenance, and disposition of evidence. Work includes verifying and entering evidence into a computer database, preparing evidence for lab analysis, preparing court orders relating to the disposition of evidence, and assisting the general public. Work also includes crime scene investigation such as photographing crime scenes, taking measurements, collecting evidence, and writing reports. The employee works under the immediate supervision of a Police Lieutenant and is evaluated for supervising employees, proper handling of evidence and proper processing of crime scenes, observation and review of written reports, overall effectiveness, visibility, and achievement of objectives. Work is checked by observation of work, follow-up of work, and final results of work. This classification is considered non-exempt in compliance with the Fair Labor Standards Act (FLSA). Illustrative Examples of Work Essential Duties and Tasks Supervises the Evidence Section and oversees running of the day to day activities Monitors and documents performance, coaches employees, and completes written evaluations Develops, implements, and reviews agency policy and procedures for evidence collection, submission, storage, and disposition Acts as evidence custodian by supervising daily submission intake of evidence, transfer of evidence to officers and pulling organization of evidence for disposal Processes crime scenes Reviews reports for thoroughness, accuracy, and compliance with state law, agency policy, and industry best practices Supervises preparation and submission of evidence for laboratory analysis; coordinates receipt of evidence from laboratories; ensures all transfer and disposition of evidence is properly documented Supervises the analysis of latent fingerprint evidence Assists the general public Orders and purchases agency supplies and specialized equipment Provides input on annual budget process and monitors expenditures. Participates on the accreditation team, collects proofs to ensure compliance with CALEA standards Performs administrative tasks Performs related duties as required Knowledge, Skills, And and Abilities General Considerable knowledge of operations, services, and activities for receiving, maintain, and disposing of property and evidence Considerable knowledge of methods, procedures, principles, practices, and terminology used for property and evidence handling, recording, preservation, storage, and release Considerable knowledge of the collection and proper handling of DNA (deoxyribonucleic acid) samples Thorough knowledge of police department policies, procedures, rules, and regulations Considerable knowledge of job related City Code and NC General Statutes, particularly evidence preservation schedules General knowledge of office procedures, methods, and equipment including computers and applicable software applications. Ability to serve as evidence custodian and to maintain all protocols in the chain of custody. Ability to receive, process, store, document, release, and dispose of various evidence and property Ability to work outside the police department and investigate crime scenes Ability to wear personal protective equipment to prevent contact with blood borne pathogens or other hazardous materials. Ability to operate camera and other equipment used at crime scenes. Ability to communicate with citizens and police officers in a courteous, firm, and tactful manner. Ability to identify details, such as fingerprints and crime scene evidence. Ability to establish and maintain effective working relationship with other employees and the general public. Ability to communicate effectively using strong written & verbal communication skills Ability to collect accreditation proofs to ensure compliance with CALEA standards Qualifications Education and Experience Associate Degree in criminal justice or any other related field Work experience in police workas an evidence custodian Any equivalent combination of education and experience Preferred Qualifications: Two years or more of Evidence Custodian experience Two years or more of Crime Scene Investigator experience Supplemental Information Physical Requirements and Working Conditions The physical duties include but are not limited to: walking, standing, bending, stooping, operating a motor vehicle, carrying up to 40 pounds, reaching, lifting, grasping, talking, hearing, and repetitive motions. The employee regularly operates a variety of machinery and equipment, including vehicles, telephones, computers, calculators, copiers, etc. Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and completing reports, accounting, transcription, computer terminal viewing, and extensive reading. Lastly, this individual must be willing to work in all types of weather conditions, heights, different terrain, and work with blood borne pathogens as well as hazardous materials. Working conditions include inside and outside the Police Department, including in private homes, businesses, and public spaces. This position may involve a shift rotation and will include on-call status. Special Requirement Be able to attend overnight training to obtain skills and certifications, have an understanding of state laws and departmental policies with the ability to report to work during non-scheduled hours.
