# RPM The incumbent in this job is expected to assist the College in achieving its vision and mission. Customer focus, college service, and a willingness to assist as needed are expectations for all employees.The Vice President of Workforce and Continuing Education Division ( WCE ) provides overall leadership to the workforce training and continuing education functions of the college. The VP develops and implements college policies and procedures to ensure that the WCE Division is effectively contributing to the achievement of the colleges vision, mission, and strategic plan. The VP establishes positive working relationships within the division and with all areas of the college to better serve employers, individuals and the community. The VP ensures services within the positions responsibility are delivered in a customer-focused manner on all GTCC campuses. Working with state and local economic development leaders, employers and major sector leadership, the VP will establish and enhance GTCCs role as a leader in economic development and support of employee development and training. The VP provides leadership and direction for the continuous assessment and improvement of division-wide efforts to provide programming to contribute to the educational success of individuals, the workforce development needs of employers, and the service and enrichment needs of the community. Areas reporting to the Vice President include Adult Basic Education, Community Service, Occupational Extension, and Customized Training. Duties/Functions Works closely with the President to accomplish the Colleges goals, objectives and strategic plans, established in collaboration with the Board of Trustees. Provides executive level leadership and vision in developing and implementing comprehensive Workforce Development and Continuing Education plans within the colleges strategic plan and goals to meet the needs of students, employers and the community. Ensures that workforce and continuing education services are provided in an efficient and customer-focused manner. Leads and evaluates personnel within the Workforce and Continuing Education area to ensure they are meeting their position responsibilities, which include strategic plan objectives, committee assignments and ad hoc college service assignments. Provides leadership in course and programmatic design, instructional delivery and assessment activities. Collaborates in the development of marketing strategies leading to enrollment and programmatic recognition and growth. Establishes and maintains collaborative working relationships with all areas of the college to include curriculum divisions with workforce / continuing education programs. Expands pathways for Workforce Continuing Education courses and programs to lead to college credit. Establishes, cultivates and maintains collaborative working relationships with business and industry partners, agencies, community organizations and/or education institutions. Responsible for assigned budget(s) development and management to include capital equipment requests. Prepares, monitors, controls, and ensures spending within the budget allocation. Develops cost estimates for future division needs. Directs the allocation and scheduling of WCE coursework and space utilization in coordination with other areas of the College. Oversees maintenance of accurate course and program validity, data management and recordkeeping as set forth by the North Carolina Community College System in the Master Course guidelines. Prepares and administers the Accountability and Integrity Plan as required by the North Carolina Community College System. Ensures division compliance with applicable federal, state, and local regulations, accrediting commissions, licensing requirements, and with administrative regulations and Board policies as appropriate. Maintains confidentiality of student records, personnel files, and other sensitive information in accordance with the colleges policies and procedures. Serves as College representative on various statewide, local and College committees and attends events as appropriate. Serves on the College Leadership Team. Collaborates with other college leaders to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to attain the colleges strategic objectives. Assumes responsibility for other College affairs and matters at the discretion and in the absence of the College President. Demonstrates and models the Colleges values: collaboration, learning, accessibility, excellence, integrity, and inclusion.Additional Duties Serves as the senior administrator at the Cameron campus to include engaging with and solving issues for Career & College Promise, WCE , and curriculum students. Conducts workforce education research and analysis including appropriate market research, data collection, and analysis, as well as pedagogical advances. Ensures compliance with state mandated performance measures and utilize data for continual program improvement. Recruits and recommends the employment of both full-time and part-time faculty and ensure credentials comply with all applicable licensing and accreditation requirements. Supervises and evaluates direct reports. Assists students and others with the resolution of concerns and complaints. Plays a key role in developing effective partnerships with businesses and industries in the identification of training needs. Performs all other related duties as assigned.Additional Duties and Responsibilities: Participate in national and state community college and professional organizations to maintain currency in the issues and skills related to student services. Work with college faculty and staff in planning and coordinating special events. Other duties as assigned by the President. Difficult Challenges Contacts Education Required Masters degree from a regionally accredited post-secondary institution. Education Preferred Doctoral degree from a regionally accredited post-secondary institution. Experience Required Five consecutive years of progressively responsible experience leading workforce training, adult education, and economic development in an education, business or workforce development environment. Five years of leadership experience to include the direction of director-/manager-/supervisor-level staff to achieve organizational and unit goals as evidenced by specific and measurable accomplishments. Five years of experience working and leading in a complex and multi-disciplinary environment. Demonstrated experience in developing and managing budgets. Demonstrated experience in the development, execution and measurement of contemporary workforce training and/or adult education operations and/or strategies. Demonstrated experience in the development and strengthening of internal and external stakeholder relationships and partnerships. Experience Preferred Greater than five consecutive years of progressively responsible experience leading workforce training or adult education operations at the post-secondary level. Experience within one of the operational units in Workforce and Continuing Education. Experience in a manufacturing or other business/industry environment. Grant development experience: pre-award, post-award and compliance. KSA Required Demonstrated operational and business management skills that foster a climate of data driven decision-making based on best practices in workforce training and adult education. Ability to work collegially and collaboratively with academic and operational areas across campuses to achieve college goals. Demonstrated effectiveness and sensitivity to a multicultural environment and a commitment to campus-wide educational equity and retention efforts; proven comprehensive skills to advocate for inclusivity of diverse student populations. Ability to develop and implement initiatives with internal and external partners to increase student success and performance and meet the workforce and economic development needs of the Guilford County and the region. Ability to analyze problems, identify alternative solutions, make informed recommendations based upon reasonable projections of results and then implement the chosen course of action to achieve the projected result. Ability to plan budgets to focus resources toward the achievement of the colleges strategic plan. Knowledge of mediation and/or conflict resolution strategies and methods. Knowledge of the current issues in community colleges and trends in workforce training and adult education. Excellent interpersonal skills; ability to work closely with others, including constituents, peers, and subordinates. Excellent oral and written communication skills. Familiarity with the application of technology to student services. Proficient in the use of Word processing, e-mail, and the web for daily tasks. KSA Preferred Department/Job Specific Requirements Must establish residency within Guilford County within one year of hire. Oversee and coordinate activities under grants, including writing reports and proposals.The following (compliance) training is required and must be completed within the first 30 days of hire with annual refresher training thereafter: Ethics Safety/Shooter on Campus Personal Information Protection Training ( PIP ) Anti-Discrimination/Harassment & Title IX Other training may be required as determined applicable. Physical Demands Office setting may include prolonged sitting, keyboarding, and/or standing. Some public speaking and community engagement. Schedule may require day, evening and weekend/extended work hours and travel between campuses as required for performance of job duties. Responsibilities may include overnight travel in and outside of the state, as well as potential international travel in support of college programs and initiatives.
