Job Objective: Responsible for District Human Resource and Employee Relations Services, provide leadership in all matters related to employee engagement and the development, interpretation, and application of Human Resource (HR) policies and procedures that will support the District's Whole Child-Whole Wausau Strategic Plan. Essential Job Functions: Work collaboratively with other directors, administrators, teachers and staff in the strategic planning and alignment of the District's philosophy, mission, and Shared Key Interests Lead "People" strand of the District's Whole Child-Whole Wausau Strategic Plan Interpret programs, philosophy and policies of the District to staff, students, and the community at large Participate in evaluation of building principals and other administrators Attend School Board meetings, assist in the development of the agenda as it pertains to Human Resources Submit recommendations for HR issues to the Board Responsible for Neola Board policies that relate to HR Provide supervisors, principals, and directors with appropriate interpretation of Board policies, the Employee Handbook, and administrative guidelines Work directly with the District's legal counsel to ensure compliance on various issues Oversee the recruitment, screening, and selection process of all staff (except the Superintendent) Oversee administration of the District's employee compensation and benefit programs Provide input to the Superintendent of Schools on administrative compensation and benefit programs Make yearly recommendations to the Superintendent of Schools for all contract renewals, non-renewals, extensions of probation, or discharge of certified staff Make recommendations to the Superintendent of Schools on administrative contracts, salary ranges, and fringe benets Oversee the preparation and administration of the HR Department budget Oversee the evaluation process of non-certified staff Oversee grievance proceedings for employees as required/requested Oversee assembly of substantiating information for dismissal of employees, submit recommendations for termination of those employees Direct base wage salary negotiation processes for all represented employee groups Establish specific employment criteria for professional/nonprofessional staff Oversee development, maintenance, and publication of the Employee Handbook for all employee groups Act as compliance officer for the Family Medical Leave Act and the Americans with Disabilities Act, and for all forms of harassment complaints led by District employees Stay current on interpretations of HR laws, regulations, statutes, rules & policies, and advise those affected by them Oversee development of job descriptions for new staff positions, coordinate the periodic review of existing job descriptions Oversee the District substitute staffing process/procedures and related budget accounts Oversee the administration of the teacher compensation model Determine staffing needs with the Education, Special Education, and Pupil Services Departments Oversee the process for requests for transfers or changes of assignment in accordance with the Employee Handbook and the needs of the District Oversee the renewal and nonrenewal of teacher and administrator contracts in accordance with state statutes Make recommendations to the Superintendent of Schools regarding hiring and placement of administrative and teaching staff Oversee the maintenance of application files for current teaching, administrative, supervisory, municipal, and support staff positions Develop and maintain a system for retention of personal records to provide a comprehensive, efficient, accurate record of all matters pertinent to employment, transfer, retirement, leaves, promotion, criminal background checks, I-9's, and physicals Oversee preparation and maintenance of all personnel statistical information and submit statistical data to the Department of Public Instruction, federal agencies, the Board of Education, and the Superintendent of Schools, as requested Work with others in a team environment Model appropriate work rules and procedures Lead, manage, and evaluate HR Department staff effectively Keep the Superintendent of Schools apprised of potential Human Resource concerns/significant developments Education: A master's degree from an accredited college or university in Human Resources or other applicable field Work Experience: Minimum of ten years experience in a field related to human resources or legal services Minimum of five years experience in a leadership position Working knowledge of public sector bargaining and contract administration; employee recruiting, supervision, and evaluation; human resource systems and related legislation Licensing: Required: SPHR and/or SHRM-SCP certification Valid driver's license Effective: As soon as possible Candidate Requirements: Years of Experience: 10 Degree: Master recblid hpo4xp1n1d3g0sl0waxfooohqvyekq Master's Degree
