SUMMARY : Produces and maintains a superior quality of water for the citizens of Katy, to be used for drinking, fire protection, industrial, and commercial use. Provides direction to assigned staff. Essential duties and responsibilities may include, but are not limited to, the following: ESSENTIAL DUTIES: Maintains an inventory of supplies and materials; prepares a preventative maintenance schedule for equipment and vehicles. Supervises and provides general direction to employees; delegates work orders and tasks; trains, evaluates, and disciplines staff, and reviews work practices as needed. Plans for the training and implementation of standard operating procedures and policies; provides briefing opportunities for employee feedback. Oversees and participates in the development and implementation of the Department budget; approves and forecasts funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as needed. Reviews and approves general purchases for various equipment and supplies purchased by employees; performs and reviews inspections of contractors working within the City. Addresses the public regarding Department operations or requests; maintains contact for various cooperative agreement organizations and regulatory agencies. Responds to Department or City emergency needs and provides appropriate resources; supports the structure and function of the Emergency Operation Commander. Monitors and maintains assigned wells; verifies wells are operating correctly; checks chlorination levels. Replaces concrete driveways and sidewalks and asphalt streets after completing water main repairs. Collects monthly required bacteriological samples; delivers samples to assigned laboratory for testing. Operates water treatment plant; calculates the chlorine demand of raw ground water for proper disinfection; monitors and maintains chlorination system. Gathers water usage readings for monthly billing; disconnects customers' water for non-payment of utility bills. Ensures groundwater storage tanks are cleaned for State inspections. Compiles data, information, and prepares annual reports. Ensure employees are operating in a safe manner. Participates in city-wide emergency response. Performs other duties as required. MINIMUM QUALIFICATIONS: Education, Training and Experience Guidelines: Associate's Degree in Public Administration, Engineering, or related field; AND four (4) years of water utility training and experience which includes some supervisory responsibilities; OR an equivalent combination of education, training, and experience. Knowledge of: Department policies and procedures. City codes and ordinances. Water distribution and production systems. Safety policies, procedures, and practices. State, Federal, and local requirements regulating water distribution and production. Skill in: Establishing and maintaining effective working relationships. Providing quality customer service. Performing basic mathematical calculations. Compiling data and completing accurate reports. Providing effective direction, leadership and training. Operating a computer. Communicating effectively, both orally and in writing. LICENSE AND CERTIFICATION REQUIREMENTS: Valid State Driver's License required; Class B Commercial Driver's License may be required. Groundwater Treatment Plant Operator Class B license. PHYSICAL DEMANDS AND WORKING ENVIRONMENT : This position requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Employee may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, work space restrictions, and intense noises.
