Overview: Headquarters, Air Combat Command (ACC), Directorate of Operations (A3), Flight Operations Division (A3T) at Langley Air Force Base, VA is responsible for the combat readiness and training of the Combat Air Forces (CAF). ACC/A3T provides the operational expertise required to meet current and future needs of the CAF by developing, coordinating, and publishing command guidance for all aspects of CAF fighter aircrew training. A key component of upholding HQ ACC's mission is the Weapons and Tactics (A3TW) support task. A3TW provides Air Force level military munitions for aircrew Test & Training munitions/missile requirements and coordinates with CAF, Mobility Air Force (MAF), and Air Reserve Component (ARC) lead on necessary policies, regulations, directions, programs, doctrine, and procedures for the establishment of lead command aircrew munitions management responsibilities. Requirements: Secret Clearance Job Summary: Provide A3TW support in analyzing, developing, and evaluating detailed plans, goals, and objectives for long-range implementation of command programs. Education and Experience: Bachelor's degree (Master's degree desired). Recent (within past five years) related Air Force Aircrew Munitions Program Management experience. At least four years of experience as stated above at the wing or higher level, of which three years must consist of staff experience on a headquarters level staff (Numbered Air Force/MAJCOM/Air/Joint Staff). Essential Duties: Assisting the USAF lead office for Testing and Training aircrew munitions using the Ready Aircrew Forecasting Tool, combat Fly-Away munitions and Tactical Air Missile Program (TAMP) management tasks facilitating system development, integration, testing or evaluation of munitions and tactics used for readiness and other combat-oriented exercises and training, exploring new operational concepts and testing or demonstrating of new and legacy munitions, and asset positioning/bed down plan development. Analyzing and evaluating program operations, management, and organizational effectiveness, efficiency, and productivity of munition allocations across the Command. Advising branch chief on day-to-day funding and programming issues as they pertain to the execution of the current fiscal year budget and the programming of the Future Years Defense Program (FYDP). Studying objectives to improve operations, weapons, weapon systems, weapons systems support, training and strategy; and to furnish data for higher-level headquarters decisions. Drafting annual training munitions requirements using the Ready Aircrew Forecasting Tool (RaFT) and combat Fly-away requirements, consolidating USAF test munitions requirements, identifying non-standard or emerging operational munitions requirements, assessing impact on assigned programs, and building recommendations. Participating in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Preparing detailed plans, budgets, and schedules for management fiscal planning. Advising Branch Chief in the integration of requirements into the annual fiscal programs, e.g., Program Objective Memorandum (POM). Providing support and advice on reprogramming of funds and funding levels due to manpower or other changes. Validating allocations transfer requests, and monitoring after action reports using Agile Munitions Support Tool (AMST). Preparing and delivering oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolving controversial matters, and conveying information relative to proposed changes in assigned programs. Drafting a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc. Applying Strategic Alignment and Direction (SA&D) and Lean techniques to ensure plans, policy, and directives are meeting goals and objectives to achieve AF strategic vision. Assisting in providing light, lean, lethal, integrated, and precise expeditionary maintenance capabilities to support combatant commanders. Providing basic munitions management knowledge and training to military or civilian personnel who are assigned duties in support of the CAF Munitions Management Program. Knowledge, Skill and Abilities: Ability to communicate effectively and professionally both verbally and in writing, in person and through technological mediums such as email, videoconferencing, and by telephone. Working understanding of common Microsoft Office suite programs such as Word, Excel, Outlook, and PowerPoint Excellent organizational and prioritization skills Ability to work autonomously and as part of a team to complete the essential duties of the position Ability to work virtually using common technological mediums such as Microsoft Teams or Zoom Position is contingent upon award of contract to VectorCSP.
