MINIMUM QUALIFICATIONS REQUIRED: High School Diploma or GED Certificate. Bachelor's Degree in Administration, Construction, Planning or a Related field. 5 years right of way, real estate, planning, construction, project management, contracts, and grant experience. 3 years of supervisory experience. Able to communicate in the Navajo language desired. Valid Driver's License (subject to motor vehicle record review). JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES: Improves staff effectiveness by counseling, training, and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner. Oversees the supervision of personnel, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Develop measurable performance expectations for assigned staff according to department goals and objectives. Responsible for development of the performance criteria of the department and staff. Analyzes and resolves work problems. Initiates or suggests plans to motivate workers to achieve work goals. Evaluates current resources within the assigned section and other pertinent related resources within the engineering divisions and actively coordinates with each respective Manager on priorities and resources support. Manages and directs the acquisition of all clearances required, including right of way, archaeological, biological, and environmental, as directed by the manager. Develops a management system to record, age and renew existing leases or Grants of Easement including the filing of Affidavits of Completion with regulatory agency. Communicates with employees, management, engineers, architects, and general public both orally and in writing for the purpose of coordinating right of way activities and sharing information related to right of way. Develops tracking, monitoring, and reporting database(s) to produce reports, worksheets, and to calculate and reconcile information. Purposefully manages the movement of the ROW process to predictable outcomes. Assigns and prioritizes work. Monitors and evaluates work to determine compliance with plans, specifications, and established requirements. Resolves procedural, operational, and other work-related problems. Develops estimates for right of way acquisition by trending historical costs, and communicates annual costs based on analysis and inflationary projections based on the consumer price index. Performs quality reviews on all ROW and clearance and technical documents prior to submission to the Navajo Nation, State and Federal agencies. Responsible for establishing vital recordkeeping, retention policy and digital document management solutions for quick and efficient retrieval of company wide right of way documents. Manages the maintenance all right of way records, develops, and recommends departmental policies, procedures, and programs to ensure departmental effectiveness. Coordinates activities and directing of Right of Way Agents and field agents in contacting property owners and public officials to obtain permits and easements of right of way for utility lines, pipelines, and other construction projects. Directs activities involving research of tribal, state, federal and private land records to ascertain ownership of properties. Interprets company policy for and directs Right of Way Agents regarding purchase of property or payments and terms of agreements for permits, leases, and easements to install facilities on property belonging to other parties. Manages and directs work order preparation, field surveying, permitting process and customer contacts are accomplished within scheduled timelines. Coordinates with and assists the HQ electric surveying department in surveying right of way and lines for new construction. Coordinates with appropriate Utility Managers in the activities of surveying crews in surveying right-of-way and lines for new construction. Ensures and enforces stipulations, conditions, mitigation measures are followed and met prior and during construction activities. Ensures regulatory compliance with Federal, State, and Tribal Environmental agencies, and Business Regulatory. Formulates both capital and operation and maintenance annual budgets. Establishes budgets, priorities and provides updates on construction schedules and project needs to complete clearances. Provides project status reports to NTUA Management and to various governmental agencies as needed. Participates in the planning of future development and growth of the utility operations; presents such plans to the manager. Actively plans improvements to the Clearance Process and obtains management approvals. Participates in the lobbying effort to achieve and enact legislated change. Promotes Safety awareness, documents safety meetings to ensure safety rules and regulations are followed. Manages, oversees, and contracts archaeological, biological, and engineering survey and design consultants. Performs other duties as assigned.
