City of Quincy Job Description JOB TITLE: Network Administrator DATE: February 2023 DEPARTMENT: Information Technology FLSA STATUS: Exempt POSITION SUMMARY: Under limited supervision, manages a large and complex multi-networking environment, performs a variety of maintenance, evaluation, installation, and training tasks to enable users to maximize productivity. Plans and develops network resources; evaluates and/or recommends hardware and software purchases. The IT Network Administrator reports to the Director of Information Technology and/or IT Manager. This position requires discretionary authority and independent decision making to successfully support the technology goals of the City of Quincy. JOB DUTIES: Performs duties associated with 2nd Level Technical Support. Administers a complex network or group of networks utilizing one or more TCP/IP or non-TCP/IP networking protocols. Oversees the monitoring of all information technology usage related to City personnel and vendors to safeguard the city's assets, intellectual property, and computer systems. Identifies the emerging information technologies to be assimilated, integrated, and introduced within the city which will have a significant positive impact on the enterprise. Evaluates and/or recommends purchases of computers, network hardware, peripheral equipment, and software. Provides technical consulting services to department/organization regarding use of computers and networks to satisfy business needs. Installs, configures, and maintains the city's LAN/WAN network infrastructure, network servers, network infrastructure, network cabling, public safety communications system, and other related equipment, devices, and systems; adds or upgrades and configures disk drives, printers, and related equipment. Primary support responsibility for the city's VMware server infrastructure and for the city's VMware Horizon virtual desktop infrastructure Performs and/or oversees software and application installations/upgrades. Works with the Director of Information Technology and/or the IT Manager to maintain software site licenses for the department and organization. Implements network security, including building firewalls, applying cryptography to network applications, managing host security, file system permissions, and file system integrity. Adding and deleting users as directed by the Director of Information Technology and/or the IT Manager. Troubleshoots networks, systems, and applications to identify and correct malfunctions and other operational difficulties. Researches and assists in developing policies for regulatory compliance for all departments as it relates to technology and security. Assists in the audio and digital video production phase of COQTV. Maintains a broad knowledge of state-of-the-art technology, equipment, and/or systems. Provides 2nd level technical support on desktop computers, monitors, printers, software, and telecommunications. Provides 2nd level technical support for the City's IBM AS/400. Participates in IT Department's on-call rotation. Performs various other duties as assigned by the Director of Information Technology and/or IT Manager. QUALIFICATIONS: Education, Training and Experience: Bachelor's Degree in Computer Science or related field and relevant work experience is preferred; or any other combination of training and experience that provides the required knowledge, skills, and abilities. CompTIA ITF+, CompTIA A+, CompTIA Network+, CompTIA Server+, MCP, MCSE, CCNA, and VMware VCP/VCAP certifications preferred but not required. Licenses/Certifications: Valid Illinois driver's license or equivalent. Knowledge, Skills, and Abilities: Knowledge of a range of computer networking systems and technologies. Knowledge of current technological developments/trends in areas of expertise. Ability to administer large and complex computer networks. Ability to install, configure and maintain personal computers, networks, and/or related hardware and software. Ability to communicate technical information to non-technical personnel. Knowledge of available computing and/or network hardware and peripheral equipment. Skill in organizing resources and establishing priorities. Ability to maintain a high level of confidentiality. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Knowledge of computer and/or network security systems, applications, procedures, and techniques. Ability to identify and resolve computer system malfunctions and operational problems. Ability to provide a range of systems training and/or support activities for users. Ability to assess the technical characteristics of new operating capabilities proposed for the inclusion in the network to determine potential impact on network performance and security. Ability to utilize complex network analysis tools to resolve complex network performance problems. Ability to write technical proposals for presentation to approval boards. Knowledge of federal copyright laws as they pertain to the use of computer software. Knowledge of LAN/WAN administration, including switching (Equipment sizing, VLANS, Spanning Tree, Trunking), routing (equipment sizing, ACLs, debugging connectivity issues) and remote access (WANs, VPNs). Experience with configuration and support of the following technologies: firewalls and router ACLs, VPNs, managed switches, and WAN/LAN routers. Experience with Microsoft Server and Microsoft Desktop Operating Systems. Experience with VMware Virtual Server and Virtual Desktop technologies. Employee is occasionally exposed to risk of electrical shock and varied weather conditions and the noise level in the work environment is usually moderate. RESIDENCY REQUIREMENT: Employee shall reside within the boundaries of Adams County, Illinois within six months of the effective date of employment with the City of Quincy.
