Job Title: SpecialistDepartment: Human ResourcesFLSA Status: ExemptSUMMARYAdministers policies relating to all phases of human resources activity.ESSENTIAL DUTIES AND RESPONSIBILITIES*Maintains knowledge of legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.Recruits, interviews, and selects members to fill vacant positions.Plans and conducts new member orientation to foster positive attitude toward company goals.Keeps records of benefit plan participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and member statistics for government reporting.Trains management in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.Advises management in appropriate resolution of member relations issues.Responds to inquiries regarding policies, procedures, and programs.Administers performance review program to ensure effectiveness, compliance, and equity within organization.Administers salary administration program to ensure compliance and equity within organization.Administers benefits programs such as life, health, dental and disability insurances, pension plans, Paid Time Bank, leave of absence, and member assistance.Investigates accidents and prepares reports for insurance carrier.Administers Corrective Action Program.Conducts exit interviews to determine reasons behind separations.Participates in needs analysis studies to determine training needs within organization.Confers with management to gain knowledge of specific work situations requiring members to better understand changes in policies, procedures, regulations, and technologies.Develop teaching outline and determines instructional methods for classes responsible to teach.Selects or develops teaching aids for classes responsible to teach.Selects or develops testing and evaluation procedures to be used at completion of training.Coordinates training sessions and materials used for all in-house training programs.Tests trainees to measure progress and to evaluate effectiveness of training.Revises design of training curriculum and methods to improvement effectiveness.Plans and implements safety policies and procedures in compliance with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations.Prepares studies and analyses of industrial accident causes and hazards to health for use by company personnel and outside agencies.Inspects organization facilities to detect existing or potential accident and health hazards, determines corrective or preventative measures where indicated, and follows up to ensure measures have been implemented.Provides information to warn of potential and actual safety hazards and to prevent access to hazardous conditions.Leads the investigation of accidents and injuries and cooperates in the preparation of material and evidence for organization use in hearings, lawsuits, and insurance investigations.Administers workers' compensation program, including working with the insurance carrier to reduce member lost time.Represents the organization in community or industry safety groups and programs.Maintains safety files and records.Evaluates water chemical analysis data in primary and supportive plant systems to determine compliance with regulations.Assesses the environmental risk of activities and advises management on environmental impact.Confers with departmental supervisors, manufacturing representatives, and regulatory agency staff to discuss problems, to develop tests to detect hazardous leaks, and to design plans to monitor equipment and safety programs.Coordinate installation, operates, and maintains equipment which monitors air, land, and/or water.Develops and implements air monitoring programs to determine compliance with federal and state regulations. As necessary, implements actions to control fugitive emissions from the facility.Performs hazardous waste site investigations and develops a recommended action for management which is in compliance with regulations.Interprets data and observations to ensure compliance with regulatory requirements and industry guidelines and advises management accordingly.Selects and orders protective equipment.Prepares reports such as environmental monitoring operation report and shipping reports for review by administrative personnel and submission to regulatory agency.Maintains working knowledge of the new technologies developed by the industry and government regulators.Other duties may be assigned.SUPERVISORY RESPONSIBILITIESThis job has no supervisory responsibilities.QUALIFICATIONSEDUCATION and/or EXPERIENCEBachelor's degree (B. S.) from four-year college or university, or four (4) to six (6) years related experience and high school diploma or G.E.D., or equivalent combination of education and experience.LANGUAGE SKILLSAbility to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or members of organization.MATHEMATICAL SKILLSAbility to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.REASONING ABILITYAbility to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.CERTIFICATIONS, LICENSES, REGISTRATIONSClass II Wastewater Operator Certification, if assigned environmental duties.PHYSICAL DEMANDSWhile performing the duties of this job, the member is regularly required to talk or hear. The member frequently is required to walk and sit. The member is occasionally required to stand; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl; and taste or smell. The member must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.WORK ENVIRONMENTWhile performing the duties of this job, the member is frequently exposed to moving mechanical parts. The member is occasionally exposed to wet and/or humid conditions; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; extreme heat; risk of electrical shock; and risk of radiation. The noise level in the work environment is usually loud.*To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
