POSITION SUMMARY: This is an exempt, administrative position requiring thorough knowledge of modern accounting procedures and the ability to work on complex accounting projects independently. This position includes, but is not limited to, managing all fixed assets for the Authority, reconciling LOCCS draws, payroll, general ledger analysis, cash management, and financial reporting for various programs. MINIMUM QUALIFICATIONS: Required knowledge, skills and abilities for this position would normally be gained through the equivalent of Bachelor's Degree in Accounting and at least three (3) years of experience in corporate or public accounting. Skill with complex financial reconciliation. Proficient in modern financial accounting principles and practices, analyzing problems, developing alternatives and in developing and implementing effective strategies. Skill in general ledger analysis and the preparation of financial statements and conducting internal audits of various accounting functions. Ability to reconcile all grant programs' LOCCS draws from HUD, in conjunction with the Redevelopment Department and the Resident Initiatives Department, monthly to general ledger. Ability to oversee the financial activities of the Homeownership Program, Ascend STL, Inc., Capital Fund Corporation, and Kingsbury L.P. including any financial compliance requirements. Ability to maintain daily cash flow analysis and performs bank reconciliations monthly in accordance with the established schedule. Ability to ensure investments are managed to maximize the St. Louis Housing Authority's (SLHA) income and are in compliance with HUD Required Cash Management Policies and Procedures. Skill in preparing journal entries for prepaid insurance, payroll, LOCCS receipts, operating subsidy, operating subsidy reserve withdrawals/deposits and bank interest in accordance with the established scheduled. Ability to assists independent auditors as required, as well as any internal or fiscal monitoring by any Granting Entity. Skill in overseeing the timely preparation of tax filings for SLHA's non-profit and component unit entities.
