GENERAL PURPOSE Execute the portion of the Project consistent with published objectives and Company principles, to verify that the contractors perform detailed engineering and procurement services in accordance with contractual requirements, including specifications and standards to monitor and appraise contractor organization, planned, and performance in the broad disciplines of detailed design, drafting, purchasing, progress measurement, schedule control, and such engineering activities and to ensure that the project achieves established objectives in keeping with Project Execution Plan and Company expectations, engineering procedures, and standards. The Project Engineer is a candidate for transfer to the field as Field Engineering Manager. ROLES AND RESPONSIBILITIES The principal function of the Project Engineer is to monitor contractor engineering and procurement performance in the broad areas of cost estimating and progress measurement, quality, schedule, and construction planning. The Project Engineer is the focal point for appraising contractor engineering and procurement performance and ensuring that deficiencies are corrected in a timely manner so as to successfully complete the Contract Work Package to which they are assigned, consistent with Company objectives and technical requirements Provide the major effort to coordinate inter-disciplinary activities and interfaces, monitor and appraise contractor engineering and procurement performance so that it complies with the standards of dealing with problems, solutions, complexities, and difficulties throughout the life span of the Project in order to meet Company expectations. In this regard, the Project Engineer is the technical and engineering coordination leader responsible for: Coordination of/participation in PFD, P&ID, HAZOP, etc., review meetings and technical proceedings Coordination of all engineering and design resources including manpower planning and organization and inter-disciplinary squad checks, clash checks, etc. Coordinating/participating in development of/equipment specifications, bids, bid tabs, vendor selection process if and/or as required Monitoring/controlling/reporting of engineering progress against cost/schedule/quality baselines Verifying that work is proceeding in compliance with standards and specifications as well as industry codes, standards and accepted practices Development of Engineering and Design Management Plan Assumes Engineering Manager's role in Engineering Manager's absence or as required Ensure that meet all specified requirements in accordance with Company's published requirements Monitor and appraise contractor performance in the areas of cost estimating, progress measurement, quality, schedule and construction safety planning, and to identify corrective action deemed necessary to maintain contractual standards of performance Coordinate the appraisal (engineering and procurement Quality Assurance) of contractor performance with other members of the Area Project Team to which they are assigned and to request technical specialist participation from the Engineering Integration Group in order to confirm that appraisal is complete and that effective corrective action has been taken by the contractor. Recommend corrective action to the Area Engineering Manager and Area Project Manager as well as to monitor contractor efforts to correct deficiencies Coordinate with the staff of other Facility Teams to ensure offsite and utility services design condition coordination and to arrange for efficient tie-in to other Keep the Area Engineering Manager and Area Project Manager advised of potential problems and concerns so that coordinated corrective action can be taken in time to ensure that meet requirements Initiate corrective action for deficiencies in design or project execution to ensure that the are safe and operable Comply with applicable Laws, Regulations and Company engineering procedures and standards Specific Project Engineering Duties and Responsibilities General Provide Technical Expertise Coordinate Project Engineering Related Issues Play an Active Role in monitoring and coordinating Detailed Design activities Play a Key Role in the Design oversight function Participate in HAZOP reviews Play an Active Role During Field Construction coordinating EPC Contractor and Project Team representatives Participate in Commissioning and StartUp Planning Ensure Conformance to Industry and Specifications and Safe Practices Project Management and Coordination Respond to the Contractor(s) Project Related Needs, Requests and Issues Provide Project Engineering Related Plant Specifications, Design Philosophy, nomenclature, etc. Work with Operations, Maintenance and Inspection to Identify Key Systems Issues Participate in Contractor Interviews with Operations, Maintenance and Inspection Coordinate Vendor Representatives + Equipment Testing + Training + Start-Up + Etc., Coordinate Project Related Issues with appropriate members of the Area and Project Teams Commissioning and StartUp Support with Operations and Maintenance Coordinate Transfer of Pertinent Information to Appropriate/Participating Departments, Groups and Teams Ensure Permits are secured as required + Environmental + Operating + Construction, Hot Work + Etc., Plant and Facility Manual Coordination Help Identify Project Critical Path(s) Data Acquisition and Transfer Kickoff Meeting Interviews with Contractor Counterparts Provide Contractor(s) with Drawings, Equipment Specifications, Data Sheets Equipment Operating Manuals, Soils Reports, Etc. and interpretations/clarifications Liaison between Licensor/EDS Contractors/CNRL Contractor(s) as Required for General Specification and Technology Information Transfer Develop/Coordinate Engineering Procedures as Required DBM/EDS Stage Help Define Scope Of Work Help define Instrumentation/Control Design Philosophy - Help Develop/Finalize Vendor and Equipment Lists Review Contractor Evaluations of Existing Equipment Limitations and Bottlenecks Participate in PFD, P&ID and Model Development and Reviews Evaluate Process Design Alternatives, Associated Cost Estimate and Schedule, Proposals, and Economic Sensitivities Review Process Control Schemes Review Process Equipment Data Sheets and Designs Verify TieIn Points, Procedures, Schedules, Etc. Review Completed Engineering Design Specification (EDS) Packages and Deliverables Participate in Site Visits and Visits to Other as Required Participate in Winterization Reviews Detailed Engineering and Design Participate in Final PFD, P&ID and Model Reviews Review/Evaluate Specifications Developed By Contractor Assist in Return On Investment (ROI) and Project Justification Proceedings Specification Conformance Review/Enforcement Review/Comment on Design and Drawings (Civil, Structural, Buildings and Architectural, Equipment, Piping, Instrumentation, Electrical, Winterization, Painting and Coatings, Metallurgy, Etc.) for inter-disciplinary coordination requirements and conformance Review/monitor Equipment Index, Numbering (Drawings, Lines, Vessels, Pumps, Etc.) Assist in development of Spare Parts List and Requisitions Participate in Cost Estimate Analysis and Reviews Review/Comment on Equipment Design Review/Comment on Equipment Bids (if/as required) Review/Evaluate Project Related Change Orders Develop/Review/Circulate Procedures (Hot Tap, Etc.) Procurement Participate in Vendor Print Reviews, Meetings, Bids, Etc. Ensure that Vendor Documentation is secured and Distributed as Required Help Develop/Finalize Vendor and Equipment Lists, Review Alternatives Participate in Factory Checkout of Equipment, Control Systems, Etc. Requisition and Purchase Order Reviews (Specification Conformance, Inspection, Etc.) Coordinate with QA/QC (Materials, Inspection, Etc.) Coordinate Spare Parts Procurement Storage/Protection/Disposition as Required Assist in development of Requirements and Requisitions for Chemicals, Catalysts, Filter Media, Etc., Review Materials Tracking procedures developed by Contractors Review Equipment and Material OnSite Storage and Preservation procedures developed by Contractors Coordinate Vendor Prints and Vendor Documentation Participate in Vendor Qualification (if/as required) Safety Conduct Engineering Design Reviews/Audits Participate in HAZOP's Participate in Field Reviews/Audits During Construction Participate in PreStartup Safety Reviews Ensure Safe Practice Standards Compliance Review/Comment Contractor(s) Safety Programs Construction Field Review of PFD's, P&ID's, Iso's, Etc., Review Construction Plan, Constructability Issues, Etc., Participate in QA/QC Field Reviews - Participate in Contractor/Subcontractor Selection, Qualification Review, Etc., Attend Bid Meetings, Review Bid Tabulations and Evaluations, Etc.
