GATA, a US Department of State (DOS), Bureau of Diplomatic Security, Office of Antiterrorism Assistance (DS/T/ATA) contract, assists foreign partners in developing the capability for anti-terrorism planning, coordination, and commitment to support U.S. counterterrorism objectives. ATA fosters cooperative efforts between U.S. law enforcement agencies and those of foreign partners to prevent future terrorist attacks and manage their consequences. ATA provides training, assistance and equipment to increase foreign partners' capabilities to prevent, interdict, and investigate acts of terrorism. ATA also advances U.S. foreign policy goals by strengthening bilateral relationships and increasing respect for human rights by sharing modern, humane, and effective antiterrorism techniques. Lead Instructor Mandatory Qualifications: Bachelor's degree (three (3) years of subject matter-related work experience may be substituted for one (1) year of education). Formal training at the local, state, or federal level in maritime interdiction operations. Ten (10) years of maritime interdiction experience focused on law enforcement and antiterrorism, including two years of specialized experience in leading, supervising, planning, and conducting operational responses in the maritime security environment to include: Basic search and rescue techniques Maritime interdiction and law enforcement operations. Maritime tactical response techniques. Managing and processing the collection of evidence at maritime crime scenes as a sworn or non-sworn crime scene investigator for federal, military, state, or local law enforcement Standing Rules of Engagement as well as Use of Force Law Enforcement Policies specific to maritime law. Must have taught three iterations of the course for DS/T/ATA as a staff Instructor. Staff Instructor Mandatory Qualifications: Bachelor's degree (three (3) years of subject matter-related work experience may be substituted for one (1) year of education). Formal training at the local, state, or federal level in maritime interdiction operations. Eight (8) years of maritime interdiction experience focused on law enforcement and antiterrorism operational responses in the maritime security environment to include: Basic search and rescue techniques Maritime interdiction and law enforcement operations. Maritime tactical response techniques. Managing and processing the collection of evidence at maritime crime scenes as a sworn or non-sworn crime scene investigator for federal, military, state, or local law enforcement Standing Rules of Engagement as well as Use of Force Law Enforcement Policies specific to maritime law
