The Virginia Passenger Rail Authority (VPRA) is a political subdivision established by Chapter 1230 of the 2020 Acts of Assembly. VPRA is responsible for promoting, sustaining, and expanding the availability of passenger and commuter rail services in the Commonwealth, including all administrative and fiduciary responsibilities for Virginia's state-supported passenger rail services. The VPRA also funds Virginia Railway Express (VRE) and administers all capital expansion projects, infrastructure, and land acquisitions related to the $3.7 billion Transforming Rail in Virginia initiative, which will double Amtrak and VRE service in Virginia over the next decade. The VPRA acts as a "responsible public entity" for acquiring, constructing, improving, maintaining, or operating a "qualifying transportation facility" under the PublicĀ­ Private Partnership Act of 1995. VPRA is looking for a dynamic and organized Document Control Manager to manage and store all program- and project-related records and document control functions supporting the engineering project teams. This position will also assist in establishing a Program Management Information System to serve as a secure repository for all documents, records, drawings, and correspondence for VPRA programs and projects undertaken in fulfilling the Transforming Rail in Virginia initiative. In addition, the Document Control Manager will act as the information gatekeeper and will gather, organize, and maintain all specific program/project information. The Document Control Manager will interact with various staff levels, clients, government officials, consultants, and stakeholders. This full-time position is in VPRA's office in Richmond, Virginia. Under the direction of the Director of Program Management, the Document Control Manager will: Audit and modify Document Control workflow processes, policies, and procedures to maintain efficient and reliable access to program and project records for agencies, contractors, stakeholders, and project team members. Establish and maintain various databases developed and utilized to support VPRA's program. Provide end-user onboarding and ongoing training for all program and project management systems for all VPRA staff and stakeholders. Serve as system administrator for account creation, password reset, signing authority management, approval routing workflows, user permissions, and general troubleshooting. Work closely with clients, contractors, software representatives, and various team members to complete multiple successful database migrations and implementations. Develop and maintain documentation templates within the Program and project databases and maintain hard copy records when required. Provide regular updates to senior management on department status and process improvement strategies. Provide guidance and support on best practices for transferring large amounts of data while ensuring data integrity to support the program and the project's turnover and closeout process. Retrieve files and compile reports from various databases for claims, audits, closeouts, and open item tracking requests. Ensure the daily workload for Document Control teams (project teams) working on VPRA projects is complete, and all deliverables and deadlines are on schedule or met. Provide ongoing support to all internal departments timely. Meet with contractors, stakeholders, and other agencies to ensure procedural adherence and open items are resolved promptly. Maintain daily flexibility to perform other tasks as required while executing seamless document control tasks. Required Education: Bachelor's degree in business administration or equivalent. A minimum of 10 years of directly related experience in lieu of a degree. Preferred Education : Engineering Management Degree or Business Management Degree Required Experience: Five (5) years of senior-level experience in document control working with program management software systems, including in-house distribution of all submittals, submittal review comments, correspondence, and maintenance of program and project libraries. Basic database management software and MS Office knowledge, including Word, Outlook, Excel, and PowerPoint. Demonstrated knowledge of document control procedures and programs. Basic knowledge of record retention and filing systems. Highly motivated with a strong work ethic and a willingness to take the necessary initiative to complete the work accurately and on time. Excellent organizational, attention to detail, and time management skills. Ability to communicate effectively. Strong interpersonal, written, and verbal communication skills. Preferred Experience : 5 to 10 years working for a large organization or have worked in this and comparable positions on multi-billion-dollar projects.
