Job Description: The HR Team is responsible for providing human resources support and expertise for a growing small business supporting government and military clients, across all subject matter areas including, but not limited to, recruitment, retention, performance management, benefits, and compliance with applicable laws, policies, regulations. The HR Team manages and administers ISA's employee benefit and compensation programs, from retirement plans and health insurance to life insurance and beyond. This position coordinates with and maintains vendor relationships for all benefits, including but not limited to medical, dental, vision, life insurance, etc. Additionally, The HR Team is accountable for the accuracy, confidentiality, legality, and integrity for all their responsibilities. Good candidates for this team must have knowledge of HR concepts, principles, performance management and practices related to retirement, insurance, compensation, and other employee benefits programs as necessary. Must be able to work closely with a dynamic team. Motivation for a growing company is necessary. ISA is hiring HR professionals at the following levels: Manager: 5-15 years experience Duties/Responsibilities of the HR Manager/Team: Knowledge of, and skill in applying, basic human resources (HR) rules, procedures, and operations such as: Routine support tasks within the HR office Information requests on workforce and employees Complete forms and applications for actions or benefits Initiate HR actions Maintain files and/or employee records, position descriptions, training records, or other HR items Use a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in HR documents, files, and records, as needed. Teamwork Interprets and communicates effectively as a subject matter expert in HR policies and benefits to personnel and serves as the primary information source Responds quickly and accurately to personnel to provide issue resolution Partners closely with corporate to support strategic initiatives in support of business objectives Recruitment Provides guidance to management on all recruitment and placement topics and recommends innovative methods and strategies for issue resolution Create requisitions in the company's Applicant Tracking system and manage job postings on necessary platforms. Consistent communication and proactive engagement with managers regarding staffing needs Review applications and resumes and refer candidates to selecting officials for consideration Perform external recruitment by developing multiple recruitment strategies utilizing such sources as veteran's readjustment, reinstatement, and direct-hire appointment authorities Experience with support for transitioning personnel from prior military or government service into the private sector Development and management internship program, to include outreach and engagement strategy with academic institutions across the U.S. In collaboration with hiring manager, support negotiation process and develop written offer letters Initiate and monitor pre-employment screens including criminal background checks, drug tests, and clearance prescreening Responsible for onboarding new employees and conducting New Hire Orientation Analyzes trends and forecasts changes in workforce requirements and implements agencywide policy on workforce decisions. Provide recruitment support to hiring managers to meet Company staffing goals. Advise management on interviewing, hiring, and candidate evaluation. Focused on continuous improvement and innovative ways to improve the employee recruitment and onboarding experience Educate potential applicants about company services, benefits, and job or career opportunities. Conduct exit interviews and employee closeout actions Benefits Primary owner and administrator of all company-offered benefits, to include compliance, review & analysis, and diligent record keeping Handles all open season and new hire elections Responds to benefits inquiries from managers and employees on plan provisions, benefits enrollments, status changes and other general inquiries Coordination with the healthcare broker to resolve any outstanding issues as needed Coordination with corporate team on benefits offerings, providing recommendations on benefits package offerings Serves as a resource to others to resolve complex benefits issues Compliance Processing of employee I9 forms and eVerify checks Lead POC for compliance audits relating to HR matters Processes and administers all leave-of-absence requests and disability paperwork: medical, personal, disability and FMLA Serves as the initial contact and liaison for intake and assessment of employee complaints Conducts initial interviews and gathers information for employee relations matters such as harassment allegations, work complaints, or other concerns; informs appropriate HR staff when additional investigation is required Maintain recruitment related files in compliance with applicable legal and compliance requirements Assists with recordkeeping related to hiring, termination, leave, transfer, and promotion particularly as related to Equal Employment Opportunity (EEO), affirmative action, and diversity initiatives Comply with local, state, and federal employment law Apply standardized legal, regulatory, and policy issuances to maintain compliance with legal requirements Payroll Support Assists the Finance Team in payroll functions such as preparation, verification, and auditing Solid understanding of US payroll and payroll tax laws is helpful Company Policies & Procedures Research, analyze and implement new policies and procedures in coordination with corporate staff Manage and maintain company Handbook, policies & procedures Organization Ability to organize, prioritize and manage multiple tasks in a dynamic environment Ability to set priorities, establish processes and standards. A decisive individual who possesses a "big picture" perspective Other Maintain current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws as they pertain to health and welfare plans, pension plans, and payroll administration Good time management, with the ability to prioritize workload and meet deadlines Must be able to deal with sensitive information in a discrete and professional manner. Supervisory Responsibilities Manager: Oversight of HR Team & Responsibilities Clearance Required: Must be a U.S. Citizen. As a condition of employment, ISA employees performing work must be able to obtain and maintain a favorably adjudicated Top Secret (TS) investigation with Sensitive Compartmented Information (SCI) eligibility consistent with requirements set forth in U.S. law, federal regulation and executive order. All ISA employees are required to uphold and maintain trustworthiness and suitability requirements of the U.S. federal government. Experience Required: Experience in human resource administration required Manager: 5-15 years experience Preferred 3+ years of experience in government/defense contracting human resources. Proficiency in or knowledge of using a variety of computer software applications, with a required emphasis on the Microsoft Office suite (Excel, Power Point, Word, Access, etc.) Strong administrative experience including, but not limited to human resources, compliance, and customer service Excellent interpersonal, customer service, oral and written communication skills. Education: Associates degree in HR or related field, but experience and/or other training/certification may be substituted for the education. (Bachelor's degree preferred.) Certification: SHRM-CP or SHRM-SCP preferred Compensation: ISA offers competitive compensation and benefits packages.
