POSITION PURPOSE (RESPONSIBILITY) This position is the organization's subject matter expert responsible for developing, evolving, and managing all aspects of the company's benefits and compensation programs. The Manager of Payroll & Benefit will manage the payroll processing of employees in a fast-paced high-growth organization. This role will drive efficiency and process improvement, perform audits and reconciliations of payroll data, audit and approve weekly and semi-monthly payrolls. The Manager will be the primary escalation point for payroll related inquiries will respond to frequent and urgent requests for information relating to payroll, tax processing and payroll policy matters and requires exceptional attention to detail, problem solving, and excellent customer service support skills. ESSENTIAL FUNCTIONS AND BASIC DUTIES Manage all payroll function as well as benefits programs Ensures payroll processes are administered in compliance with applicable country, federal and state regulations or legislation, including applicable wage and hour regulations Management, full administration and compliance of benefits and compensation plans including health, wellness, 401k, base compensation, bonus and incentive programs. Ensure full compliance across all plans with applicable federal, state and local regulations concerning employer-sponsored benefits. Responsible for all benefit program documentation; ensuring notices are updated and distributed timely. Manage the non-discrimination testing, Form 5500s, plan audits and all plan related compliance and filings. Partner with the HR Director to establish the annual benefit strategy and plan designs, ensuring programs are competitive, cost effective and will attract and retain talent. Own the relationships with our brokers, carriers, auditors, consultants, and counsel to ensure service standards are met. Develop, implement, and communicate payroll/benefits policies and procedures Responsible for the data integrity of company benefits and payroll records Develop, maintain, and monitor company headcount management, report to HR Corporate attendance, headcount and payroll reports Conducts payroll audits to ensure payroll accuracy Perform salary surveys to ensure internal and external equity on the job Assist in preparing job descriptions and evaluate the positions relative worth to the organization Assist Director in providing employee relations counseling and advice related to payroll/benefits Assist Director in implementing a performance management system to support organizational goals Prepares weekly and semi-monthly payroll and benefits accounts. Oversees the proper and accurate processing and tracking of Paid Time Off for all personnel Oversee day-to-day operation of Balance Point/ Time & Attendance database. Manage and ensure the accuracy of new hire information processing and approval Oversees the proper processing of all payroll terminations, benefit cancellations, and COBRA notifications. Manage monthly billings from insurance providers and other vendors, including review billings for accuracy, codes, and advance for payment. Compile post payroll accounting transactions and reporting. Manages company-wide benefits plans, including health insurance, 401(k) plans and development of internal guidelines and materials. Oversees the proper and accurate processing and tracking of Paid Medical LeaveSignificantly contribute to the design, configuration and communication activities related to ongoing and annual benefit enrollment process. Research and resolve issues regarding payroll discrepancies and processing with Balance Point representative or escalate to HR Director as appropriate. Education/Certification Bachelor's degree in Human Resources, Finance, Business or related field. CEBS or PHR/SPHR certification a plus. Required Knowledge Knowledge of, EEO, AA, FMLA, ADA, HIPPA, Immigration, and other pertinent labor/payroll tax laws Experience Required 3 - 5 years of experience as a Human Resource Payroll/Benefits Generalist Skills/Abilities Proficiency in Excel, ability to work with pivot tables, v-lookups are a strong plus. In depth knowledge and experience in managing compliance practices relating to benefit programs including government filings, disclosures, ERISA, 5500s, safe harbors and nondiscrimination testing. Expert auditing, reporting and analytical skills with a strong proficiency in working with data files Skilled communicator (verbal & written) who is able to engage with all levels of the organization Strong Communication skills; conflict resolution; organizational skills. Able to manage multiple projects and tasks; strong team building skills. Bilingual in Spanish is a must. Kronos/Balance Point experience. Strong work ethic and a can-do positive attitude are a must
