General Description: The purpose of this class within the organization is to administer and manage the City's American Rescue Plan Act (ARPA) funding. The ARPA Grant Manager will provide day-to-day program management, strategic guidance and oversight, tracking, and reporting of federal funds received from ARPA and provide guidance and support on other grant-funded programs. This individual will work independently, under limited supervision, and reports major activities through periodic meetings and regular reports. This position is a full-time, temporary position contingent on the availability of ARPA funding. The candidate would be expected to work extended hours or attend off-hour meetings, as required. Occasional evening and weekend work may be required as duties demand. If selected, the candidate must successfully complete a background check and a drug and alcohol screening. Starting annual salary range is between $59,000-$69,000 depending on experience. Duties and Responsibilities: The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. Implement and manage the City's ARPA funding ensuring program eligibility with federal, state, and local regulations. Research, develop, and oversee ARPA-funded programs and projects based on need Prepare program guidelines, budgets, expense reports, and other program documents as required. Procure and manage subrecipients, review funding requests, monitor spending and expenditures, and maintain proper records. Train and aid subrecipients in proper management of grant funding. Verify the availability of funds and allowable expenses as dictated by federal grant guidelines and regulations. Prepare ARPA-related materials for presentations to the City Council, community groups, organizations, and other special interest groups. Work collaboratively with City departments and other stakeholders in an effort to assist with community planning initiatives. Coordinate financial activities of grant-funded programs to ensure that objectives are accomplished according to federal, state, and local regulations. Review and interpret laws, regulations, and guidelines pertaining to federal grants and aligns grant programs and projects for compliance. Work collaboratively with City Finance staff to manage funding reimbursement requests and track fund disbursement. Assist with the collection of a variety of statistical data and prepare reports on topics related to ARPA. Respond to public inquiries regarding ARPA. Complete quantitative and qualitative data research and analysis to guide the decision-making process. Attend City Council meetings and public forums as required. Perform related work as assigned Minimum Education and Experience Requirements: Requires a Bachelor's degree from an accredited college or university in the field of community, city or urban planning, health or human services, business administration, or closely related field. One (1) to three (3) years of progressively knowledgeable and increasingly responsible professional administrative, grant management, program and project development, and implementation. Have working knowledge of federal funding regulations and requirements including the Uniform Guidance (2 CFR ยง 200). Work experience that demonstrates strong problem-solving and analytical skills, as well as an understanding of public policy and the budget process and grants; Experience managing federal funds and completing federal reporting; The ability to understand complex legislation; Experience managing local, state, and federal grants; Experience communicating effectively, both verbally and in writing, regarding complex technical and administrative matters; Strong attention to detail; Superior project management skills, including organization, planning, time management, and prioritization; Ability to navigate differing points of view and persuade stakeholders to buy into final decisions; Ability to organize complex financial data for preparation and delivery of presentations to various stakeholders, including City Council and residents.
