GENERAL STATEMENT: Under the general supervision of the Utilities Foreman and/or their designated representative performs utility locating services by identifying and marking buried utilities including but not limited to water, wastewater, reclaimed water, and stormwater lines. Utilizes various means for locating utilities including utility maps/prints, use of sub-surface instrumentation, and both conventional and nonconventional methods. Performs various tasks within the department to assist the Water Distribution/Wastewater Collection divisions with their daily job duties. This position will be required to participate in an on-call rotational schedule and will respond to any after hours emergencies as dictated by the Public Works department. ESSENTIAL DUTIES AND RESPONSIBILITIES: Accurately locating and marking various City-owned utilities including water, wastewater, reclaimed, and stormwater. Utilizes utility maps and blueprints to assist in the identification of underground utilities. Coordinates daily with contractors, excavation crews, utility managers, and city personnel to discuss utility location issues. Coordinates, schedules, and records Texas 811 calls, tickets, and other notices. Utilizes GIS equipment as needed to map existing and new utilities by the department. Utilizes various Public Works electronic equipment and software systems to perform tasks including utility mapping software, work order system, permit system, etc. Responsible for the coordination of easement access and maintenance activities with various City personnel, property owners, utility representatives, etc. Maintains all equipment associated with the position including vehicle, locating equipment, electronics, tools, etc. Actively supports other divisions within the City including routinely assisting the Water Distribution/Wastewater Collection divisions with their daily job functions. Completes routine water system maintenance assignments and activities, without direct supervision, including but not limited to water line repairs, water well and/or pump maintenance and repairs, water line installation and repairs, fire hydrant and valve repairs, and general maintenance of water distribution and production systems. Completes routine wastewater system maintenance and repairs and activities, without direct supervision, including but not limited to collection line repairs, lift station pump and manhole maintenance repairs, service line installation and repairs, concrete work, and general maintenance of wastewater collection systems. Performs all other related duties as assigned or required. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of: Locating methods, tools, and processes. Texas laws regarding excavations, including extensive knowledge of the Texas 811 "Call before you dig" program. Various construction/excavation practices for the utility industry. Field methods used for accurately locating utilities, including identifying locations of valves, fire hydrants, manholes, cleanouts, etc. Ability to: Effectively use various electronic devices/equipment including computers, instrumentation, GIS equipment, etc. Accurately read maps and blueprints as part of the locating process. Analyze problems and plan solutions. Maintain accurate records. Written Communication - Able to read and interprets written information. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization. Mathematical Skills - Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Organizations Support - Follow policies and procedures. QUALIFICATIONS, EXPERIENCE, AND/OR CERTIFICATION REQUIREMENTS: · High School graduate or equivalent, competent training and certification from a technical or vocational school; AND · Minimum of three (3) years of working experience in the utility maintenance and construction field. Prior utilities locating experience is highly preferred. · Or a combination of training and/or experience which evidences a comprehensive knowledge of the required job duties and expectations. · Must have or be able to obtain a valid Texas Driver's License and be eligible for coverage under the City of Kyle's vehicle insurance provider. Any individual who poses a direct threat to the health and safety of himself/herself or others in the workplace will be deemed not qualified for this position. PHYSICAL DEMANDS & WORKING CONDITIONS: The physical demands/work environment here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee is frequently required to sit and climb or balance. The employee is occasionally required to taste or smell. The employee must occasionally lift and/or move up to 115 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perceptions and the ability to adjust focus. Any corrective eyewear required while operating a motor vehicle must be worn at all times while working. Work Environment: While performing the duties of this job, the employee is regularly exposed to high, precarious places; outside weather conditions; extreme cold, heat, and risk of electrical shock. The employee is frequently exposed to fumes or airborne particles and toxic or caustic chemicals. The employee is occasionally exposed to wet/or humid conditions; moving mechanical parts; explosives; risk of radiation and vibration. The noise level in the work environment is usually moderate.
