Overview: Naval Air Systems Command (NAVAIR), headquartered in Patuxent River, MD, delivers integrated air warfare capabilities to enable the fleet to compete, deter and win. To uphold its mission, NAVAIR requires comprehensive logistic and technical support services associated with the acquisition, design, development, fielding and sustainment of Avionic and Non-Avionic Common Support Equipment (CSE) within the Support Equipment Department. Job Summary: Provide integrated logistics support (ILS) planning and management initiatives, supportability analyses, technical data, maintenance planning, manpower/personnel/training (MPT), and supply support required to ensure adequate support for performance of maintenance tasks and support at the Organizational (O), Intermediate (I), and (D) Depot maintenance activities. Education and Experience: High School diploma or equivalent. At least four (4) years of experience in conducting analytical studies applicable to ILS and demonstrated ability to conduct studies, analysis, or evaluations of DoD weapon Systems/equipment. Experience with aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability Experience in initiating and maintaining technical direction within broad program objectives directly related to aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability Essential Duties: This position provides logistics management support for CSE programs and projects throughout the procurement and production phases of the program's lifecycle. Tasks include: Define support equipment (SE) requirements and associated support strategies for new and modified weapon systems, and support Deputy Assistant Program Manager Logistics (DAPMLs) in the development and review of all life cycle support documentation, included but not limited to, input to acquisition schedules, Digital Logistics Audit Books (DLABs), Life Cycle Sustainment Plans (LCSPs), User's Logistics Support Summaries (ULSSs), Logistics Requirements Funding Summaries (LRFSs), ILS SOWs, Retirement Plans, Diminishing Manufacturing Sources and Material Shortages (DMSMS)/obsolescence Plans, Unique Identification (UID) Plans, Support Equipment Recommendation Data (SERDs), Engineering Change Proposals (ECPs), Configuration Control Board forms, and other logistic element planning documents. Develop, update, and review SE information used in AUTOSERD, SERMIS, and other Government SE-related databases. Access and compile Government SE database information to generate applicable SE ILS Management Reports. Review SE Maintenance Plans (MP) and associated Logistics Product Data (LPD), maintenance tasks, level of repair analysis, provisioning documentation, engineering drawings and other logistics information for completeness, correctness and effectiveness in integrating SE logistics support elements integration approaches. Conduct site surveys and review available data to evaluate SE requirements, capabilities, availability, and supportability capabilities to provide logistics, maintenance planning, and supply support recommendations and accompanying documentation. Participate in logistics-related meetings including logistics reviews, design reviews, program reviews, Technical Interchange Meetings, ILS Management Teams meetings, MP reviews, and Logistics and Provisioning Guidance Conferences and provide coordination with other government, Fleet users, FMS customers, and industry representatives while providing inputs to ensure complete SE logistics support. Assist in preparing briefing materials, charts, viewgraphs, document meeting minutes, and other items needed to facilitate logistics presentations. Analyze in-service SE reliability, maintainability, and availability characteristics, project availability, identify Fleet readiness problems and supply support deficiencies. Associated metrics for SE shall be tracked and reported on to assist in Cost-Wise Readiness Improvements. Develop, update, and revise SE technical manuals including Periodic Maintenance Requirements Cards and Pre-operational checklists, IAW the latest MIL-STD and NAVAIR Instructions. Formal Technical Manual updates shall be completed in accordance with the applicable Technical Manual Contractual Requirements (TMCR). Have proficiency in review of technical publications discrepancies (i.e. Technical Manual Evaluation Report comments) as well as processing Technical Publication Discrepancy Reports (TPDR) within both Technical Manual Application System (TMAPs) and the Joint Discrepancy Reporting System (JDRS). Review and research TPDRs and provide recommendations for resolution. Analyze Manpower, Personnel and Training (MPT) effectiveness to determine interim and follow-on training requirements, recommended method of training, manpower and personnel impacts, rate/NEC changes or recommendations, increase/decrease of manning, and other MPT information. Assist in development, update, and review of Navy Training System Plans (NTSPs), training materials, curriculums, training guides/documentation, and other required training products. Coordinate and analyze supply support requirements. Research parts issues (such as inventory, cost, and obsolescence) and provide status and recommended resolutions. Continuously monitor the supply support posture for a given system including forecasting efforts, parts call support, research demand/backorder history, review interim support data, e.g., Interim Support Item List (ISILs)/Interim Support Allowance List (ISALs), research vendor/parts issues, NSN (National Stock Number) assignment, Design Change Number (DCN) generation and processing, support Defense Logistics Agency (DLA)/Naval Support Weapons Support Systems (NAVSUP-WSS) reviews and support Critical Item Logistics Reviews (CILRs). Develop, assess and review Engineering Change Proposals (ECP), Change Control Board (CCB) packages, Technical Directives (TD), Support Equipment Change (SEC)/Support Equipment Bulletin (SEB) and related configuration management documentation. Manage and coordinate processing of ECPs and track and record progress throughout approval. Track compliance and provide reports as required. Have proficiency in utilizing Deckplate or other government databases. Obtain access to ECM and be proficient in utilizing the database. Knowledge, Skill and Abilities: Knowledgeable of acquisition policies and procedures; demonstrated knowledge of and experience with the requirements of the DOD 5000 series. Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management.
