USFWS National Energy Management Team Members – TRAVELING POSITION

Summary American Conservation Experience, a nonprofit Conservation Corps, in partnership with the U.S. Fish and Wildlife Service (FWS), is seeking 4 members (2 teams of 2) to assist in the completion of energy and water evaluations at select FWS field stations. These evaluations aim to satisfy statutory requirements under Section 432 of the Energy Independence and Security Act of 2007 ( EISA ). To meet EISA Section 432 requirements, federal agencies must identify "covered facilities" that make up at least 75% of their total energy consumption, and conduct energy and water evaluations at each of these facilities every four years to identify potential energy and water conservation measures. FWS has more than 150 covered facilities nationwide, and during this term, each team will travel to approximately 20 National Wildlife Refuges. ACE Members will be responsible for carrying out on-site evaluations of buildings, engaging with refuge managers and staff, collecting and analyzing relevant data, and generating reports. Facilities on this year's audit cycle include the National Elk Refuge & Greater Yellowstone Visitor Center in Wyoming, the National Bison Range Complex in Montana, Rocky Mountain Arsenal National Wildlife Refuge in Colorado and numerous other sites spread across the Pacific, Mountain-Prairie, and Midwest regions. This is a traveling position with no home base, meaning that candidates must be willing to work and live on the road with another team member for the duration of the term (approx. 4 months). For more information about EISA Section 432, please visit: EISA Federal Facility Management and Benchmarking Reporting Requirements | Department of Energy Estimated Start Date: July 10th, 2023 Estimated End Date: November 10th, 2023 *a 17 week commitment is preferred, but term length and start and end dates are flexible for the right candidates* Location Details/Description: This is a field-based, highly mobile position requiring sustained and extended travel. During this term, each team of 2 will be traveling to approximately 20 National Wildlife Refuges across Region 1, 3 and 6 and will NOT have a central or primary work location. One week of in-person training will be conducted at a NWR in the western United States (location TBD). Immediately following training, teams will begin travel and can expect to move locations frequently, visiting 1 or 2 National Wildlife Refuges every week. The National Energy Audit Coordinator and National Energy Program Manager may visit crews in the field to check-in, connect with FWS staff and help complete evaluations when needed. Position Overview: The member will provide support and assistance under the guidance and direction of FWS staff to: Conduct energy and water evaluations at select FWS field stations to satisfy statutory requirements under Section 432 of the Energy Independence and Security Act of 2007 (EISA). Support the development of facility and building-specific energy, water and carbon reduction goals. While on-site, effectively communicate with Refuge Managers and FWS staff to complete energy and water evaluations, clarify goals, and establish working relationships Collect on-site data of building features and energy systems to identify energy efficiency and electrification opportunities, quantify required investments and project lifecycle cost and consumption savings and ROI Collect on-site data for individually metered buildings to enable the creation of building models and reports using the Facility Energy Decision System (FEDS), a product of the Pacific Northwest National Lab. Ensure that all documentation is collected, accurately recorded and stored for future reference, including building templates, photos, and data storage. Provide regular updates and progress reports to ACE & FWS staff, including participating in check-in calls with the USFWS National Energy Program Manager This individual placement is meant to facilitate professional development and promotes exposure to land management agencies and networking with professionals. This could include gaining experience in different conservation fields and shadowing different work groups. Schedule: Duties will primarily be carried out Monday-Friday; however, a flexible schedule will be required to accommodate travel time and site location needs. Work may be performed outside of normal work hours, including on weekends, holidays and before or after typical business hours. Biweekly totals should be about 80 hours. Position Benefits Living Allowance: The ACE Member is expected to contribute ~40 hours/week and will receive a living allowance of $650/week to offset the costs of food and incidental expenses, dispersed bi-weekly. Food per diem will be provided for travel days. Public Land Corps Hiring Authority: Members serving under this agreement may be eligible for a federal hiring authority upon completion of their term of service. PLC projects also include specific eligibility requirements such as age and citizenship. Housing: ACE members will be accommodated in provided housing at no cost for the duration of the term. ACE members will be accommodated in a variety of housing including hotels, motels, AirBnbs, onsite USFWS refuge housing, etc. When residing in FWS provided-housing or on FWS lands, strict adherence to site specific policies and/or regulations is required. Relocation: Travel to the start location at the beginning of the term will be provided at no cost, and upon successful completion of the 17 week term (or prior agreed upon term length), relocation back to the member's desired location will be provided. Flights or car rentals will be provided as appropriate, and covered travel costs are at the discretion of the National Energy Audit Coordinator (Nick Sparling - XXXX@usaconservation.org ). Provided Training/Orientation: ACE members will receive position specific training and an orientation outlining ACE policies and procedures, clear guidance on prohibited activities, and networks for support. Physical Demands, Work Environment and Working Conditions: Physical Demands: Requires frequent sitting, standing, walking, hiking, carrying, using hands to handle or feel, reaching with hands and arms, talking and hearing. Manual dexterity required for use of various tools, computer keyboard/mouse and other office equipment. Required to stoop, kneel, climb stairs, and/or crouch. Vision Requirements: Requires close, distance, peripheral and depth perception vision as well as the ability to focus. Environmental: Outdoor and indoor conditions. Work environment conditions can change frequently; working under adverse weather conditions and in various climates. Noise Environment : Moderate noise such as in a business office with equipment and light traffic. Travel: This position requires extended domestic travel. Environmental Conditions/Hazards: The ACE member(s) may encounter environmental conditions/hazards including extreme heat or cold, rocky terrain, swamp or wetland conditions, biting insects, and potentially dangerous wildlife. The member is expected to conduct duties in a safe and orderly manner so as not to endanger self, fellow staff/members or resources. Vehicle and Equipment Use/Safety: If a vehicle is required for the accomplishment of the duties, one will be provided by ACE. Any tools required for the accomplishment of the duties will be provided by the FWS. Use of personal protective equipment (PPE), typically provided by the FWS, will be mandatory for any activity that requires it. Strict adherence to FWS and ACE equipment training, certification and safety protocols is required.
