GENERAL STATEMENT: Under the general direction of the Assistant City Manager, plans, directs, and supervises all activities of the city building inspection department in the enforcement of all building codes, laws, regulations, and ordinances. Performs field inspections to enforce and ensure compliance with adopted building codes, ordinances, and applicable regulations. Provides field enforcement of zoning, sign ordinance, and environmental regulations; in addition to building construction systems including structural, mechanical, electrical, plumbing, gas, and fire protection. Reviews construction plans, writes field reports, maintains official records, and assists the public in person and over the phone. Supervises building inspectors, administrative support staff and outside third-party vendors. ESSENTIAL DUTIES AND RESPONSIBILITIES: Make filed inspections at various stages of construction to ensure compliance with applicable building codes. Writes inspection reports and communicates with contractors, subcontractors, and property owners regarding compliance with codes and corrections that must be made as project processes. Authorizes service connections made by utilities-electricity, gas, water, and sewer. Plans, directs, and exercises general supervision over the work of the entire department. Conducts field inspections to ensure compliance with applicable city codes including zoning regulations, sign regulations, and various environmental regulations. Works with citizens, property owners and contractors as necessary. Documents violations, and where warranted, issues citations. Investigates complaints regarding building code or other city ordinance violations. Works with individuals filing complaints and the owners of property or contractors that are subject of the complaint. Reviews construction plans and specifications for compliance with applicable codes and city ordinances. Makes review comments, notes needed corrections, checks specific code references before issuing permits. Communicates with architects, engineers, contractors, subcontractors, utility companies, and building owners during the plan approval process. Provides in-office assistance to the public regarding the process for obtaining building permits, contractor licensing, or meeting state requirements for construction. Maintains inspection reports and works with the permit technician to verify that records are properly filed for each construction project. Occasionally supplements field inspection reports with photographs or video recordings where serious violations are found or where there is potential of claims or litigations. Investigates abandoned or deteriorated structures in the City's substandard structure abatement program. Verifies field conditions, makes reports, sends correspondence, posts legal notices. Responsible for the enforcement of the TCEQ rules and the City Code of Ordinances for the protection of the public potable water distribution system from contamination or pollution due to the backflow of contaminants or pollutants through the water service connection. Prepares an annual Operating Budget request to the Department Head for all operations and/or employees under direct supervision of the Building Official, monitoring and controlling actual expenditures throughout the fiscal year. Miscellaneous : Attends staff, committee, and Council meetings, participating as warranted. Assists and participates in the resolution of conflicts. Maintains desired working relationship with Administration. Provides support to al City department programs and/or activities as needed. Reviews all departmental programs and policies to ensure that desired service levels are provided to citizens of Kyle and on-citizens within the City of Kyle. Knowledge of technical and administrative aspects of all phases of building plan reviews, inspections, codes, contractor licenses and qualifications necessary to obtain them. Must be able to interpret and apply various codes and regulations pertaining to building safety. Judgement and Decision Making weighing the relative costs and benefits of the potential action. Writing and information gathering communicating effectively with others in writing and verbally as indicated by the needs of the audience and knowing how to find information. Strong project management and organizational skills. Assessing and prioritizing multiple tasks, projects and demands while meeting deadlines. Critical thinking using logic and analysis to identify the strengths and weaknesses of different approaches. QUALIFICATIONS, EXPERIENCE, AND/OR CERTIFICATION REQUIREMENTS: Completion of a bachelor's degree in Architecture, Engineering, Construction, or a related field; and A minimum of five (5) years of related employment experience, with at least two (2) years of which were in a related supervisory capacity. Or an equivalent combination of training and/or experience which evidences a comprehensive knowledge of required job duties and expectations. State of Texas Plumbing Inspector's License required; ICC Combination Building Inspector or the ability to obtain within one year of hire. Spanish bi-lingual written and verbal communication skills highly preferred, but not required. Must possess or be able to obtain a valid Texas Driver's License and be eligible for coverage under the City of Kyle vehicle insurance provider. Physical Demands: While performing the duties of this job, the employee is regularly required to stand; walk; use hands to finger, handle, or feel; reach with hand and arms; stoop, kneel, crouch, or crawl; talk; hear. The employee is frequently required to sit and climb or balance. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Any corrective eyewear required while operating a motor vehicle must be worn at all times while working.   Working Environment:   The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
