COMPLIANCE MANAGER POSITION GENERAL DESCRIPTION : The Compliance Manager is responsible for monitoring specific requirements as set forth in a project contract, based on the project's funding sources (i.e., Federal, State, City, HUD and Private). The Compliance Manager is also responsible for the coordination of reporting requirements mandated by various government agencies for Marous Brothers Construction as well as identify government reporting regulations affecting the Human Resources function (i.e., Section 3, Fannie Lewis, Davis Bacon, City, CMHA, HUD, etc.). POSITION CHARACTERISTICS : This position requires someone who is self-directed with the ability to work well under pressure in a fast-paced environment. Successful candidates must be forward-thinking, organized, articulate, possess high ethical standards, and have the ability to effectively communicate with individuals at all levels of an organization. POSITION SPECIFIC DUTIES AND RESPONSIBILITIES : Review, track, and generate reports in the Certified Weekly Payroll and Workforce spreadsheets on a daily basis. Compare and contrast certified payroll reports to the specific jobs and their requirements. Summarize weekly certified payroll reports into the monthly compliance labor report for MBC self-performed work. Communicate workforce affirmative action requirements to the General Superintendents. Maintain Restitution Calculation Spreadsheet; provide waivers to the subcontractor for each employee to complete and return. Distribute Restitution Checks and Waivers. Transmit and/or mail certified payrolls as needed (i.e., Weekly, Monthly, Bi-Weekly basis). Process contract and job-related paperwork and submit it to the appropriate party. Set up subcontractors into the B2Gnow and LCPtracker reporting systems for projects requiring electronic reporting. Enter payrolls into LCPtracker or scan and file in digital job folder for future transmittals, when necessary. Work with subcontractors to ensure they are enforcing, complying with, and meeting all requirements with the Company, project owner, and second tier subcontractors. Communicate missing information and/or errors and work with the appropriate party to rectify issues. Accumulate monthly and quarterly compliance reports per project for MBC and subcontractors. Identify MBE/FBE expenditures and exemption invoices from monthly Job Cost Detail reports for projects requiring goals to be attained from accounting department; input information into B2GNow. Maintain a log and record of all canceled checks and invoices. Participate in hiring halls and screening of Participating Area Residents. Ensure new employees complete any necessary compliance paperwork. File monthly I-29s. Internally, identify all potential jobs/situations where EEO reporting regulations apply. Coordinate with appropriate external forces (i.e., city/county/state/federal organizations, project owners and developers) on specific jobs/projects to ensure recognition of all requirements and compliance, including EEO requirements. Attend General Superintendent Meetings and Accounting Handoff Meetings as required. Provide ongoing education and training for appropriate personnel on all existing, new, or changing requirements to ensure continued company compliance. Prepare analysis of requested information or data, as needed, or requested. Pull, scan, and make necessary copies of costs and other identified information. Act as the back-up to Human Resources/Payroll for new hire paperwork completion and E-Verify. Assist with additional projects, duties, and tasks as assigned. POSITION QUALIFICATIONS : Education: High School Diploma or equivalent experience. Knowledge Required: Proficient in Microsoft Word, Microsoft Excel, Microsoft Outlook, and Windows; must have proficient math skills and experience in the Construction Industry. Experience Required: 3-5 years of administrative experience. At least 2 years' past experience in MBE/FBE - affirmative action regulations. Skills/Abilities: Ability to perform general office and administrative functions (i.e., typing, filing, copying, faxing, phone, etc.). Must possess strong interpersonal, analytical, and organizational skills as well as have solid communication and presentation skills. Job Posted by ApplicantPro
