The Institute for Intergovernmental Research (IIR) is a Florida-based, nonprofit corporation specializing in criminal justice (law enforcement focus) and homeland security issues. IIR supports a comprehensive portfolio of criminal justice and public safety information sharing programs. Those supported by this employment opportunity may include, but are not limited to, the following programs: 28 CFR Part 23 Online Program Center for Task Force Training (CenTF) Program Global Justice Information Sharing Initiative (Global) Sex Offender Registration and Notification Act (SORNA) Program FLSA Status: Exempt Position Description The senior program specialist is primarily responsible for and is at times the lead for many areas of client engagement that support essential and significant program and project-specific activities. The employee must be able to employ effective interpersonal communication skills in identifying and facilitating the client's goals and expectations regarding each identified priority, deliverable, and operation. Such efforts will often include discussions with high-level federal officials as well as key state and local partners, many of which are in the law enforcement, courts, corrections, and homeland security sectors. The employee must exercise discretion and independent judgment in implementing the client's goals and expectations in the planning, execution, and evaluation of such efforts. Responsibilities Exercise independent judgment in leading, developing, and implementing short- and long-term project operations that sustain and improve implementation of business functions Serve as a liaison between the client and IIR in planning and developing specialized program products Monitor and report statistical data and present recommendations Maintain professional and appropriate interpersonal communications with IIR clients and program participants, including help desk support for online training programs Provide both substantive content development and advanced-level research skills to develop program resources, website content, and data-exchange initiatives Coordinate with subject-matter experts to develop and facilitate the utilization of program content and outreach products Coordinate the selection of event location sites and develop event agendas, including the selection and utilization of appropriate presenters and subject-matter experts for each event Serve as the on-site primary contact for the client and those involved in the event, and manage any issues, unexpected situations, or emergencies that might arise on-site May coordinate IIR employees involved in the on-site efforts Monitor the performance of those presenting or otherwise involved in executing the event to ensure quality delivery expected of them by IIR and the client Document event proceedings and complete post-event reporting activities, such as meeting summaries and after-action reports Other duties, as assigned Knowledge and Skills Bachelor's degree (preferably a degree in English, communications, literature, education, or a criminal justice-related field) Minimum of six years of directly related experience, or a combination of education and professional experience writing products at a proficient technical level, including the research, coordination, and development of professional-level deliverables (templates, brochures, guidance documents, training curriculum, manuals, news articles, Web content, etc.) Strong interpersonal skills and acumen supporting interaction with clients, those attending events, and third parties providing support Ability to handle high-stress situations professionally Well-organized, with the ability to ensure that deadlines are met in a timely and professional manner Ability to creatively respond to last-minute changes, unforeseen developments, or other occurrences that could distract from the success of the given event or project Ability to communicate clear and concise messages and concepts in writing and orally Ability to see how deliverables may apply to "the bigger criminal justice, public safety, and homeland security picture" and to keep projects on schedule, on task, and moving forward in a productive and efficient manner Computer proficiency, including Microsoft Office Suite Physical Demands and Work Environment Work will be performed in a fast-paced office and on-site or remote environment requiring ongoing exercise of discretion and independent judgment in making essential decisions related to each project. Events will occur throughout the United States and will require periodic travel.
