General Summary Under the administrative direction of the Chief Executive Officer (CEO) and supervision of the Executive Director of Integrated Health & Outpatient Services, the Medical Director is responsible for improving service quality through clinical leadership, direction, coordination, consultation, and monitoring of clinical services. The Medical Director assesses overall organizational clinical needs, develops, plans, and evaluates all clinical competencies critical to the functioning of the organization. The Medical Director provides psychiatric services to consumers consistent with LifeWays and Michigan Department of Health and Human Services (MDHHS) policies, the laws of the State of Michigan, and the ethical standards of the American Medical Association that adhere to the standards of LifeWays, MDHHS Access Standards, and Commission on Accreditation of Rehabilitation Facilities (CARF). This position requires the ability to foster positive engagement with consumers that will assist them in beginning their path to recovery. Per the Michigan Mental Health Code Section 231, the Medical Director is defined as a psychiatrist appointed to advise the executive director of a community mental health services program on medical policy and treatment issues. Essential Functions Per the Michigan Mental Health Code, the executive director (CEO) shall appoint a medical director who is a psychiatrist. The medical director shall: Advise the director of a community mental health services program. Advise the executive director on medical policy and treatment issues. Works with the Executive Director of Integrated Health & Outpatient Services to hire, onboard/train, supervise, discipline, carry out the performance evaluation and terminate the psychiatric staff. Responsible for day-to-day supervision, counseling, and discipline of direct staff according to procedure. Problem solve issues that impact operations, consumer care, and overall services. Supports the mission, philosophy, and goals of LifeWays through provision of leadership and technical assistance in assessing the clinical, medical, and risk management needs of the organization as well as participation in the planning, implementation and coordination of medical and health care programs delivered or contracted by the organization. Researches, reviews, and creates relevant policies and procedures to meet the needs of the organization. Serves as principal advisor on medical, psychiatry and other clinical issues to the Board and Leadership. Provides clinical direction to all clinical providers within the organization and within the provider network. Ensures medical and psychiatric staff work within their scope of practice and communicates with billing and credentialing staff to ensure psychiatric staff are appropriately credentialed, registered, and able to bill for services via the appropriate funder. Provides direct medical and psychiatric services to consumers through comprehensive assessment, diagnosis, treatment planning, and treatment of consumers. Serves consumers in the most efficient and effective manner possible through psychiatric evaluation, medication reviews, and prescription of and monitoring of medications. Oversees coordinated quality improvement activities including peer reviews, credentialing reviews, review of psychiatric indicators, as well as evaluating available data. Leads and serves as an active member of the medical staff and participates in clinical and administrative committees, as needed. Makes recommendations to the Chief Executive Officer/designee regarding program development and clinical concerns. Examines and certifies consumers requiring involuntary psychiatric hospitalization pursuant the provisions of the Michigan Mental Health Code. Is available 24/7 to address major clinical or administrative issues including but not limited to critical labs, emergency/crisis services, or continuity of operations. Responsible for accurate and clinically competent documentation all information regarding consumer treatment in electronic medical record within timeliness standards. Serves as principal clinical liaison with the organization and area hospitals, hospital physicians, medical colleges, local and state medical societies and associations, the medical community at large and other parties involved in the provision of psychiatric care. Promotes the use of mental health care and treatment best practices that are scientifically validated and recovery oriented. Holds oversight responsibility for the development and implementation of second opinion and reconsideration policies and practices. Makes use of opportunities for continuing education to maintain and increase professional competence, including an up-to-date knowledge of current clinical practices, treatment modalities, staff development, and other areas of emerging clinical technologies. Actively participates in the recruitment of psychiatric and other medical staff with the People & Culture and/or Contracts Management departments. Participates in a meaningful way in helping plan and implement processes which work to improve the quality of care. Provides consultation to Recipient Rights office, Behavior Risk Management Committee, CERT Committee, and Improving Practices Leadership Committees. Participates in implementation of Psychiatric Evidence-Based Practices. Carries out LifeWays policies and procedures. Participates and contributes to the goals and objectives of the interdisciplinary team of which he/she is a member. Works collaboratively with other community healthcare and human service providers Maintains an acceptable level of productivity, attendance, and work performance. Attends and participates in physician staff meetings. Attends and actively participates in Prepaid Inpatient Health Plans (PIHP) Medical Director meetings and MDHHS Medical Director meetings for Community Mental Health Services Programs (CMHSP). Attends meetings, trainings, and conferences, as requested. Represents LifeWays in a positive, professional manner while attending community events, as required. NOTE: The lists of essential and additional functions are not exhaustive. They may be supplemented as necessary from time to time. Key Performance Indicators (KPIs) Complies with Corporate Compliance and Recipient Rights procedures 100% of the time Demonstrates customer service standards to all 100% of the time. All mandatory trainings are completed by their due date. Productivity (billable services) is 20%. Case reviews are conducted quarterly on each doctor and for new psychiatrist monthly until confidence is achieved. Required Education / Certification / Licensure M.D or D.O. degree and successful completion of an accredited Psychiatry Residency program. Licensed to practice medicine in the State of Michigan. Valid Michigan Controlled Substance License and Drug Enforcement Agency Registration. Board Certified in Psychiatry or ability to become Board Certified within 6 months of hire. Must pass background verification and credentialing procedure consisting of Michigan State Police clearance check, verification of a professional licenses, Medicaid/Medicare verification, verification of the National Practitioners Databank/Healthcare Integrity & Protection Databank Search, verification of Board Certification, educational background check and verification of an acceptable work history. Must be insurable through the professional liability and malpractice insurance provided by LifeWays. Preferred Education / Certification/Licensure Board Eligible Certification
