Reporting to a Deputy Director for Children and Family Services, the Associate Director for Program Data Systems provides strong programmatic database management, strategic vision for program databases and information systems, and leadership to a team responsible for the overall implementation, oversight and quality of the support and overall implementation and improvements for internal databases and externally focused technology solutions. In close collaboration with other senior team members, this role will ensure the effectiveness and quality of programmatic database services, internal and external technology (extranet), data management support, data integrity initiatives, evaluation of new potential technology solutions, supervision and the development and enhancement of program information system efficiencies. The role will be responsible for identifying, vetting and proposing new vendors to expand effective and efficient service delivery through the implementation of new technology related solutions and innovations. DUTIES Lead, supervise and direct staff to meet the objectives of our Federal obligations and to LIRS standards in accordance to external and internal agreements in manner that respects and encourages their individual gifts and skills, educates them regarding the tasks and skills required to meet objectives. Lead collaboration efforts and strategic vision for the internal and external technological systems utilized by CFS programs, which operate in service provisions to unaccompanied children and their families. Significant program database and technology development to enhance and improve the ability of LIRS to serve unaccompanied children and families. Provide oversight of technology communication and supportive trainings to internal and external stakeholders. Provide and oversee technical support and training being provided to the local partner network for programmatic database, external resources and other technological improvements as needed. Ensure work plan development, internal operating policy and procedures and compliance with federal obligations. Meeting with federal partners, program partners and other coalition allies in person or via conference calls to discuss Family Reunification and Safe Release Support programmatic issues. Contribution and management of numerous funding reports and proposal submissions, reviewing and editing quarterly, annual and monitoring reports for program services. Oversight and management of expenditures related to technology systems and consultant support, including invoice processing and consultant relationship management. Provide support and back-up for Programmatic database administrators to ensure appropriate support for end users. Coordinate programmatic system improvement required by changes to ORR and local policies affecting unaccompanied children to determine its impact on services. Manage the overall implementation of quality data management processes within internal CFS utilized technology products to ensure compliance with ORR requirements. QUALIFICATIONS Masters degree in IT Management, Technology Management, Data Science, or other MsC in a related field or combined five years' experience and knowledge of technology management, project management, strategic programmatic systems planning and emerging trends in the field. Minimum of 5 years progressive managerial experience with responsibilities in supervision, project management, implementation and evaluation. Experience working with diver and knowledge of working with refugee and unaccompanied migrant children preferred. Demonstrated experience in program development, administration and budget oversight. Demonstrated ability to develop and manage collaborative projects among various systems. Demonstrated experience in inter-agency collaboration, development of new partnerships and creating working groups. Demonstrated experienced in writing proposals, reports and documents for various purposes of mandated reporting. Strong organizational skills and ability to manage multiple projects and activities simultaneously Able and willing to travel, at minimum 3 times annually. Proficiency in Microsoft Office applications Proficiency in programmatic databases and other technologies including extranets platforms, learning management systems and MS Sharepoint Ability to supervise project implementation through leading a team, managing various projects simultaneously with high degree of complexity in adynamic work environment.
