POSITION SUMMARY: The Facility Manager is the key point of contact for On Lok internal departments where they manage, supervise and aggregate internal and external services for delivery. This position will provide leadership, oversight, people management, mentoring, coordination and support to the Liveplace/Workplace Services (LPWPS) team comprised of facilities technicians, admin/support staff, janitorial staff, and third party vendors to manage and maintain On Lok facilities region wide. The Facility Manager will ensure that daily work, service requests and work orders, preventive/predictive maintenance, emergency repairs, non-capital projects, and ongoing programs are completed within budget, on schedule, and meeting all program objective and appropriate governmental regulations to the satisfaction of On Lok with minimal possible interruptions to daily operations. They will be the liaison between On Lok internal departments and all other non-capital project participants including, consultants, contractors, vendors and outside jurisdictional agencies. This position has an on-call component and reports to the Director of LPWPS. DUTIES / RESPONSIBILITIES: Oversees building and grounds maintenance; operates and maintains custodial functions. Monitors contractor performance and works closely with outside vendors and contractors to ensure work is completed according to specifications. Ensures that the facility is clean and maintained according to company policy and procedures. Analyzes risk in each job task and adjusts or escalates concerns as necessary to reduce risk. Assures all work is completed in full compliance with applicable codes and safety and quality regulations. Solicits bids and quotes from vendors; Manages the Request for Proposal process from initiation to completion, Manages and reviews service contracts. Contract auditing for compliance by vendors and bid process oversight for new vendor identification. Develop and meet all organizational and contract objectives in a cost effective and compliant manner. Conducts and documents regular facilities inspections. General site maintenance monitoring and auditing – down to microwaves and utensil/toiletry backstock. Identifies staff and process development opportunities and proactively works to vet and implement them according to senior leadership guidance. Oversees and supervises the quality of work for other employees to ensure that all tasks are performed correctly, efficiently, and effectively. Supervisor for the facilities team including the Maintenance Supervisor and Leads. Assists with invoice reviews and budget preparation; Forecasts, allocates, and supervises the financial and physical resources of the facility management. Actively work within the Computerized Maintenance Management System (CMMS) to ensure work orders and documentation of that work is completed timely, accurately and completely. Conduct random quality checks and provide coaching as needed. Recommends maintenance, mechanical, electrical, and facility design modifications. Assists with departmental moves, employee moves, and new hire desk set ups in conjunction with the Capacity Engagement & Space Department. May act as the project coordinator for all size projects including large scale repair and new facility construction projects. Provides subject matter expertise when it is needed across the entire contract. Prepare and present progress reports, among others, as requested. Assists the Security Department with maintaining building security and immediately responds to building emergencies on a 24-hour basis. Post mortem completion for major events, lessons learned. Manages and directs the transportation of goods or equipment as necessary. Order approval and management of stock. Other duties as assigned.
