Wayne County has immediate openings for Tree Trimmer! DESCRIPTION OF MAJOR JOB DUTIES Employees in this class trim, cultivate, repair, remove and transplant trees and shrubs and apply pesticide. This requires extensive climbing, use of ropes, ladders, aerial lifts, and a variety of tools used in forestry work. QUALIFICATIONS At the time of application and appointment, applicants must have: • A High School Diploma or equivalent; AND • At least two (2) years of experience within the last five (5) years trimming trees, bushes and other types of brush (Part-time experience will be acceptable and must be performing the above duties for 4160 hours); AND • A valid State of Michigan Commercial Driver's License (CDL) with a "B" designation and Air Brakes Certification; AND • An acceptable safe driving record. NOTE: Applicants must describe their experience and training in sufficient detail to allow evaluation of their acceptability under the above qualifications. Failure to do so will result in a rejection of their application. SPECIAL CONDITIONS Applicants must be able to do extensive climbing to various heights and work in adverse weather conditions. Appointees within the first four (4) months of their probationary period must provide documentation that they have certification with the State of Michigan as a Pesticide Applicator with Category 6: Right-of-Way Pest Management Certification. Appointees within the first six (6) months of their probationary period must receive MIOSHA Aerial Lift certification and must also pass the Tree Trimmer climbing exam covering tree-climbing ability (including climbing into a tree of variable heights, going out on the limb using proper rope and knot techniques and coming down from the tree safely). If the Pesticide Applicator certification is not received and maintained, or the aerial lift certification is not received, or the employee does not successfully pass the tree climbing test within six (6) months of hire, the employee will be removed from the Tree Trimmer position pursuant to the Department of Personnel/Human Resources and Department of Public Services procedures. TYPES OF TESTS A Written test (70%) will be administered covering knowledge of tree biology, tree identification, pruning concepts and techniques, tree planting, climbing and safety techniques. A Performance test (30%) will be administered and will include the basic skills and abilities to perform the duties of the Tree Trimmer position. Candidates must pass all tests in order to be placed on the eligibility list. In the event that the number of eligible applicants is equal to or less than the number required for certification, the Department of Personnel/Human Resources may substitute for the above tests an evaluation of experience and training or such other tests as the Department may deem desirable to determine the competence of the applicants. PURPOSE To establish an eligible list from which to fill present and future vacancies. The eligible list will remain in effect for six (6) months, but may be extended. The eligible list resulting from this examination will be used only when there are no persons available on the current established Tree Trimmer list 2907 OC. All lists will remain in existence until exhausted or terminated by the Department of Personnel/Human Resources. This is a continuous examination and ranking on the eligible list will be subject to change as names are added to and removed from the list. GENERAL INFORMATION Pay Rate and Fringe Benefits: Appointments will usually be made at the minimum rate with annual increases where applicable. Payment is on a biweekly basis. Employees receive liberal fringe benefits, which include vacation pay, sick leave pay, health care insurance, optical, dental, long term disability, life insurance and a retirement plan. The application will be used for determining eligibility for admission to the examination and as a basis for rating experience and training. Drug Screen: A pre-employment drug screen may be given to persons hired by the County to fill positions requiring an employee to drive a County vehicle or operate County equipment. Candidates who do not pass the drug screen will be disqualified. Employees may be required to submit to random drug screening in accordance with departmental policy and/or collective bargaining agreements. Background Investigation: A background investigation, which may include past employment, driving record and criminal history of candidates will be conducted prior to hiring. Probationary Period: Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent, in accordance with the provisions of the collective bargaining agreements. Veteran's Preference: Honorably discharged war veterans who receive passing grades on examinations will have ten (10) points added to their final earned examination scores and those who have a service connected disability will have five (5) points added to their score, for a possible total of fifteen (15) additional points. Review of Examination: A request to review an examination must be made in writing within twenty (20) days after the notice of result of the examination is mailed. An appeal concerning the rating received must be made in writing within twenty (20) days after the review. An appeal must state the basis on which it is claimed that the rating is improper.
