DIRECTOR OF COMMUNITY ENGAGEMENT This is funded through June 30, 2024. SALARY: $ 58,452.00 annual salary. SUMMARY: Under the supervision of the Health Administrator or designee. The Director of Community Engagement leads the health department's marketing and promotional efforts focused on engaging and educating the community through various communication outlets and geared towards current public health trends. Responsible for social media marketing efforts, podcast, website content design and development, and creative design of marketing materials such as brochures, posters, flyers, newsletters, etc. Will assist with health-related presentations to social and civic groups and faith-based organizations ESSENTIAL FUNCTIONS: Employee will accurately document all time worked. In collaboration with the Health Administrator and leadership team, establishes community engagement goals and objectives to ensure a cohesive public image. Establishes and continues to build on existing partnerships with internal and external agencies. Develops, organizes and facilitates discussion groups, ongoing workshops, and other special events in conjunction with the public health observances. Initiates, supports and collaborates with staff, volunteers, and outside partners on public health initiatives. Creatively engages the public to inform of the department program services and health education endeavors. Works with media graphic team to produce written, graphics, videos and other public facing statements and communications for the organization on a range of health topics. Publishes and distributes communications such as podcast materials, press releases, social media posts, articles and newsletters through various media outlets. Designs and manages health outreach and education initiatives. Supports the department's leadership and staff in the planning and logistics of educational program events. Identifies, builds, and manages relationships with partner agencies, media outlets, and community organizations. Responsible for oversight of health education and media graphics staff. Serves as the department's point of contact for promotional partnerships and events, and coordinates initial communications between external contacts and the department. Designs and manages organizational event calendar for internal and external events in coordination with Program Directors. Represents department at community meetings, coalitions and committees as needed. Oversees the design and dissemination of organizational marketing material in both English and Spanish. Manages the department's social media platforms ensuring consistent presence on a regular basis maintaining a high standard with writing, quality of information, and strategic participation in current public health trends. Engages both proactively as well as responsively as appropriate. Serves as primary point of contact for community members on digital communications platforms, media inquiries and coordinates departmental responses and media engagement. Other duties as assigned. SECTION II-JOB REQUIREMENTS EDUCATION AND EXPERIENCE: Bachelor's Degree in communications, public health, education or related field and 2 (two) years of work experience in communications, community programs and planning or associate's degree in communications, public health, education or related field and 4 (four) years of work experience in communications, community programs and planning. Work experience may be substituted for degree. KNOWLEDGE, SKILLS, AND ABILITIES: Must possess exceptional public speaking and writing abilities. Knowledge of marketing strategies including social media and appreciation of community diversity. Strong ability to communicate orally and in writing to various socio-economic and multi-cultural groups. Ability to coordinate and support work related activities for various programs and special projects. Skill working with local, regional and state health departments. Quick sound decision making. Must be bilingual with the ability to speak, translate, read and write English and Spanish. Excellent interpersonal skills. Knowledge of computer programs software (MS, Word, Excel, Power Point, internet). SPECIAL REQUIREMENTS: Must have a valid Texas Driver's License, comply with State of Texas Driving Laws, and maintain an acceptable driving record. Must have reliable transportation. Employees of Cameron County may be required to work during any natural disaster or emergency, extended hours and non-traditional work schedules (i.e., Saturdays and Sundays). Criminal background check is required for employment or continued employment. PHYSICAL DEMANDS: Good health and physical condition sufficient to permit full performance of the duties of the position. If additional assistance is required, employee must request assistance prior to performing the assignment. SECTION III-JOB DIMENSIONS CONTACTS: EXTERNAL CONTACTS: Occasional contact with other health, social and educational care agencies and outside organizations. Frequent contact with Cameron County departments, Public Health and State Department of State Health Services staff. Communication is via telephone, written communication and face to face. INTERNAL CONTACTS: Utilizes tact when dealing with County employees, health, social and educational care providers, and clientele regarding operations issues. Constant contact with Human Resources Office. Communicating is primarily face-to-face, via telephone and through written communication. RESPONSIBILITY: Comply with Cameron County and Department of State Health Services rules/regulations and display a positive public image. As a Cameron County employee, the identity of every client shall be kept confidential except to the extent necessary to carry out the purpose of an investigation, hearing, or judicial proceeding. DIFFICULTY: Judgment is required to ensure completion of job activities as assigned by the immediate supervisor or designee. Uses discretion to achieve work goals. Initiative is constantly required to achieve work goals. GUIDANCE: As assigned by immediate supervisor or designee. It is the responsibility of the employee to know and maintain contact with their immediate supervisor or designee. WORKING CONDITION: Working conditions are primarily in a clinic, office, community center or field setting. This is not a Civil Service covered position.
