Job Title: Chief Program Officer Status: Full-time Classification: Exempt Job Location: Manhattan with occasional travel to different sites within the 5 boroughs Work Schedule: Mon - Fri, 9 am - 5 pm, may be flexible depending on site or agency needs Overview Reporting to the Executive Director, the Chief Program Officer ( CPO ) will play a key role in optimizing Lanterns' services and practices, working collaboratively to execute strategies, systems, policies, and initiatives across the organization and with funders and partner agencies. The ideal candidate will be a seasoned administrator and the strategic leader of all residential programs- both emergency shelter and permanent supportive housing. They will strengthen the use of data-driven and evidence-informed services, lead staff training and development initiatives, and oversee our quality assurance measures. The CPO has an important role to play in stewarding relationships with internal and external partners, raising the agency's profile and helping shape organizational structure in response to industry trends and developments in the field. Job Description: Program Management and Strategic Leadership Oversees all residential services, including case management, cross-building programs, and evidence-based models. Promotes an environment that embeds diversity, equity, inclusion, and accessibility (DEIA), and fully integrates these values into the organizational culture. Fosters a workplace culture that inspires high-level performance, collaboration, accountability, and professional and respectful interaction. Embeds best practices for effective feedback and communication at all levels of staff engagement. Uses creative and analytical skills to drive initiatives to introduce new programs and innovations for the benefit of Lantern's staff and residents. Program Development, Quality and Evaluation Establishes short- and long-term goals for service design and implementation. In collaboration with VP for Cross-Building Programs and Evaluation, assesses and aligns programs to ensure they are effective, impactful, and compliant with funder requirements and organizational mission. Establishes program success metrics in collaboration with senior staff, quality assurance staff, and developers of evidence-informed practices. Ensures that services are structured to meet the intended goals and objectives of the program and maximize resident participation and progress. Monitors transparent, agency-wide data dashboard with QI team for use across buildings and programs. Develops and cultivates a data-driven culture prioritizing continuous improvement across different programs and departments. Presents impact data and implications to executive leadership and fund development team, ensuring that stewardship of programs funded through philanthropic partners is supported and advanced by evidenced outcomes. In collaboration with Finance, ensures existing program expenditures are aligned with contractual requirements. Training and Professional Development Leads, coaches and mentors a dynamic team of approximately six direct reports from senior leadership, and provides regular feedback so that key staff can continuously improve their supervision and mentoring skills. Works closely with senior management and HR to analyze staff development needs, create new training programs, and modify or improve existing programs to ensure fidelity to service delivery models. Facilitates professional development by identifying opportunities for staff to engage with industry peers. Partnerships and Organizational Impact Promotes Lantern's programs in the public sphere. Represents Lantern on relevant committees and task forces, as well as speaking engagements, conference panels, Community Board meetings and other advocacy engagements. Works closely with the Executive Director to cultivate partnerships with philanthropic organizations, government funders, community stakeholders, and local service providers. Helps research, outreach, and secure program funding and other forms of material support. Helps develop organization-wide activities such as all-staff meetings and outings. Collaborates on statements pertaining to mission and values, diversity, equity, inclusion and accessibility (DEIA), and social media postings. Qualifications: The CPO must be a seasoned and visionary leader with a minimum of 15 years of progressively responsible human service sector experience, including at least ten years in a leadership role. A master's degree is required ; additional licensures and/or certifications are preferred. Demonstrated experience in program innovation, supervision, clinical oversight, funder relationships, and budgetary management. Expertise in developing and monitoring metrics for programmatic outcomes for homeless services, mental health/substance use/harm reduction programming, housing services, or other related fields. Ability to effectively collaborate with a dynamic leadership team in managing a rapidly growing organization. Excellent writing and interpersonal skills. Resourceful, adaptable, analytical problem solver able to respond to and address crises quickly and effectively, taking a balanced approach. Sound judgment with a high level of business acumen. Can anticipate future consequences and trends and incorporate them into planning, development, and program refinements. Strong community relationships in New York City, across government sectors, preferably with an emphasis on health and human services. Demonstrated resourcefulness in setting priorities and guiding investment in people and systems for the greatest quality and impact . Work Environment This job operates from the Main Office with occasional travel to our shelter and supportive housing sites which target formerly homeless, homeless and at-risk populations living with serious mental health concerns, addiction issues, and other chronic illnesses. Physical Demands: While performing the duties of this job, the employee is regularly required to stand, walk, sit, stoop, climb stairs and/ or kneel.
