Analyst responsibilities will vary depending on specific position requirements; candidate's level of education and relevant experience will be considered. POSITIONS ARE CONTINGENT ON CONTRACT AWARD/FUNDINGResponsibilities may include: Planning, Programming, Budgeting, and Execution (PPBE) of contract delivery orders. Utilize GFEBS, and ensure the funds utilization (OMA, APA, AWCF, RDTE, and FMS) are adhered to. Alert USG lead when funds are at risk of expiring. Work with Defense Contract Management Agency, (DCMA), Defense Finance and Accounting Services, (DFAS), Procurement Contract Officer, (PCO), Program Executive Office, (PEO), Department of the Army, (DA), and other customers to ensure all funding disbursements provided are in place on contract and takes corrective action to identify and correct deficiencies. Coordinate with Government project officers, contractors, sub-contractors, and other DA agencies contributing to the assigned tasks. Serve as an expert on program planning and evaluation matters. Study and evaluate significant deviations from programmed objectives, status of resources, current versus planned performance, forecasts, and significant trends, work-loaded scheduled and accomplish cost incurred and all other factors affecting performance. Track, monitor, and manage contract funding for all government funding documents using General Fund Enterprise Business System, (GFEBS), Logistics Modernization Program, (LMP) Procurement Work Directive, (PWD), Standard Procurement System, (SPS), Purchase Requests, (PRs), and Military Interdepartmental Purchase Request, (MIPRs) to ensure accountability in accordance with Rough Order of Magnitude Ensure funding documentation and ROMs are accurate and in conformance with regulatory guidance. Seek opportunities for efficiency and embrace best business practices throughout the process to ensure accountability of customer funds. Assist the AMCOM government site in CONUS/OCONUS set up their GPC for their facility. Alert management of issues which may impact compliance and have the required perseverance, and integrity skills required to resolve issues. Provide technical and guidance to customer's staff on business process, legacy system retirement, and target system implementation as necessary to ensure compliance with fiscal/regulatory guidance and mission changes. Coordinate the activities of the government agency with other segments of the office as well as customers. Interact independently and proactively with customers and internal/external organizations to identify and define complex/ technical budget issues and develop/implement strategies or techniques for resolving program/project problems. Perform a variety of duties in support of the Government Lead and identify/resolve issues at the government Agency HQ's level by consolidating data from GFEBS, Funds Control, PCSII, and Earned Value Management, (EVM). Prepare Briefings, Impact Statements, Emails, Information Papers, After Action Reports (AAR), and weekly Significant Actions which are briefed/communicated to the AMCOM CONUS/OCONUS sites, and senior level management. Prepare written communications and briefed critical funding status of aircraft inducted in maintenance facilities to the RST, TASM Chief and senior level managers. Manage annual budget Labor for the AMCOM Force Mod weapon systems, and components. Effectively manage the assigned Contracts for CONUS/OCONUS operations which represent 100+ Contract Line Item Numbers, (CLINs) totaling $100M+. Alert management of Contract funding issues which may impact compliance and provided recommendations required to resolve issues. Monitor/track Government deliverable EVM report to ensure accountability of funding for all on-going efforts and contractor compliance with PWS. Provide direction in development, implementation, and accomplishment of the EVM deliverables. Effectively manage the EVM deliverables and utilize proven time management skills to accomplish tasks within the timelines or ahead of schedule.
