March 28, 2023TO: To All interested personsBonneville County is now accepting applications for the following position:Position: Records Clerk II - Sheriff Starting Salary: Pay Grade 10 - starting salary $16.3745 per hourWork Hours: 40 hours a week Closing Date: Applications will be accepted until position is filled. GENERAL PURPOSE Performs a variety of full performance level complex clerical duties as needed to expedite the receiving, documenting and processing of criminal identification and statistical information; processes protective orders executed by the Sheriff's Office. SUPERVISION RECEIVED Works under the close to general supervision of the Office Manager. SUPERVISION EXERCISED May train new Records Clerks or provide training on a project-by-project basis. ESSENTIAL FUNCTIONS Assures all hard copy files are properly updated and filed; maintains hard copy filing system of all documents received and processed by the records division; assures proper copying of documents, circulation of documents to appropriate personnel and updating of file records. Receives telephone calls; respond to caller inquiries or routes calls to knowledgeable personnel; assists the public by directing to various legal or law enforcement service providers or offices. Provides copies of various reports and documents to the public and various agencies and insurance companies; follows established procedures as needed to authorize copies issued to individuals, companies and agencies in keeping with Public Records Law and County Prosecutor's Advice. Receives and processes requests for copies of criminal histories; Receives various warrants from the courts; enters information into ILEADS and NCIC to apprise agencies; Assists to review and evaluate civil protective orders and "No Contact" orders; determines completeness and accuracy; logs and enters orders into state teletype system; assure proper preparation of documentation for service by officer; updates record system showing disposition of order and service results; provides return of service to court or outside agency. Completes periodic validations to ensure the validity of the record in NCIC. Daily reviews all reports for compliance and accuracy to comply with the federal IBR regulations, accuracy of criminal codes, arrest status and related detail, i.e., victim, offender, relationships, case status, etc. Complete monthly validations to comply with State of Idaho reporting requirements. Process vehicle impound sheets submitted by officers; run NCIC searches, send notices to owners or lien holders; update case status for claimed property or unclaimed, etc. Train and test all NCIC and ILETS operators. Conduct local background checks for letters of good conduct. Maintain record of ILETS certified operators and notify ILETS of any changes. Performs related duties as required. MINIMUM QUALIFICATIONS 1. Educations and Experience: A. Graduation from high school with course works in the fields of bookkeeping, accounting, and general office practices. AND B. Two (2) years of progressively responsible work experience performing above or related duties; OR C. An equivalent combination of Education and Experience. 2. Required Knowledge, Skills, and Abilities: Working knowledge of general office management practices and procedures of the division; state laws related to civil processes and law enforcement records keeping; basic bookkeeping and accounting; and computer terminal operation and programs unique to law enforcement records management. Some knowledge of the civil functions of the County Sheriff's Office and its interrelationship with other County departments. Skill in law enforcement records management, data entry, and interpersonal communications. Ability to develop effective working relationships with subordinates, department heads and other state officers and employees; perform basic mathematical computations; communicate effectively, verbally and in writing; operate standard office equipment (i.e., calculator, typewriter, and photo copy machine). 3. Special Qualifications: Current BCI Terminal Operator certification and; Periodic recertification as required. 4. Work Environment: Incumbents of the position perform in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, occasionally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Rapid work speed required performing keyboard operations. Common eye, hand, finger, leg and foot dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking.
