Job Title: Transportation Policy Analyst Work Location: Naval Sea Systems Command 1333 Isaac Hull Ave SE, Washington, DC 20376 Work Remotely: No Employment Type: Full Time; Direct Hire Summary: Acts as a focal point for NAVSEA's transportation procurement requirements and serves as an assistant program manager for various transportation systems and programs for the SEA 05R (Resource Management and Readiness Office). The Senior Financial Analyst shall provide financial management support shall include, data gathering, analysis, recommended program strategies, requirements determination recommendations, and providing financial budgeting/programmatic coordination in support of customer's requirements, programming plans, portfolio management and other related financial management efforts. Responsibilities ( All are part of the position, and the ones in bold are key roles needed to be successful). Assists Program/Inventory Managers, Business Financial Managers & Installation Transportation Officers in Identifying transportation requirements and costs · Implements DoD and Navy transportation policy and systems · Coordinates assignment, validation, and certification of NAVSEA Transportation Accounting Codes (TACs) Coordinates support by any and all transportation modes and methods to meet expedited contingency and Casualty Report (CASREP) requirements Assists NAVSEA Program Managers and Engineers in the Development of transportability and Integrated Logistics Support plans Forecasts, manages, monitors and executes the $9M of Service-Wide Transportation (SWT) budget allocation supporting OMN-funded second destination transportation o Forecasts, manages, monitors and executes First Destination Transportation (FDT) budgets in the OPN, WPN and SCN appropriations o Develops and prepares Navy-wide policies and detailed procedures related to the movement of Navy equipment and spares Assists in the formulation and preparation of general policies, procedures, briefings, directives, and instructions pertaining to Navy-wide transportation o Briefs senior management on issues involving material transportation o Develops and maintains transportation evaluation and monitoring systems and provides regular management reports o Represents NAVSEA on transportation program requirements, Program Objective Memorandum (POM) data calls and reviews, NAVSEA Transportation Account Code (TAC) requests, as well as Navy transportation regulations o Develops criteria and methods for evaluating program accomplishments and trends, and makes recommendations for changes in program organization and emphasis o Evaluates and approves all NAVSEA Force Activity Designator (F/AD) Extensions Develops transportation plans and solutions in support of Navy commands, including deployed ships and squadrons Provides recommendations for most optimal use of Information Technology (IT) solutions to improve transportation officer performance in documentation preparation, carrier selections, and movement of Navy cargo for all modes of transportation Assists with management and assignment of Transportation Account Codes (TAC), DoDAAC and UICs to NAVSEA enterprise Assists with the NAVSEA Intermodal Containerization Program Job Requirements Qualifications Bachelor's degree in Finance, Accounting, Business, or related field or 10+ years of professional experience supporting the DoD Must have an active DoD Secret cleara nce Required Skills: · Knowledge of Transportation Policy oTo provide objective, in-depth public policy analysis and background information on transportation policy. · Ability to Design and Utilize Research and Analytical Methods and Techniques oTo research, analyze and synthesize complex information and evaluate implications of various policy alternatives. · Ability to Write on Issues Related to Analyst in Transportation Policy oTo write analytical and descriptive reports, memoranda, and other products supported by appropriate background research. Preferred Skills: Ability to collaborate with team members, multi-task, and adapt to change Coordinate and support SEA 05R budget exhibits and data calls Ability to learn and utilize DoD/Navy financial processes and programs Ability to communicate comfortably with senior level Government employees Ability to work independently Provide financial technical assistance and support to identify and resolve Unliquidated Obligations and Outstanding Commitments impacting funding reconciliation Develop Program Objectives Memorandum (POM) Briefs Proficiency using Microsoft Office Suite (Excel, PowerPoint, and Word) Job Posted by ApplicantPro
